Description

Combined Synopsis/Solicitation Announcement NCO 16, Division II Supply Team, Overton Brooks VA Healthcare System is seeking to award an Open Market Purchase Order IAW FAR 13.5 for the Purchase of Urinary Tract Endoscopy equipment to be delivered to and installed at Overton Brooks VA Medical Center, Shreveport, LA. This procurement is conducted under NAICS 339112 Surgical and Medical Instrument Manufacturing. This is a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. In order to qualify for this set-aside, firms must have active SDVOSB registration in the Vendor Information Pages at https://www.vip.vetbiz.gov/. This is a Brand Name Procurement of Karl Storz endoscopy and imaging products (See attached Brand Name J&A.) In order to qualify for award, firms must be the OEM or provide in writing from the OEM authorization to distribute the OEM s equipment. The lowest quote meeting these qualifications and the specifications below will be chosen for award. This RFQ closes on 3 April 2018 at NOON Central Time. Quotes may be submitted via email to paul.filhiol@va.gov. Semi Rigid Ureteroscope: 27010KA: 7Fr distal tip, 8.4Fr-9.9Fr 1 step conical sheath. Working channel: 3.4Fr Irrigation channel: 2.4Fr. Ureteroscope must have a straight eyepiece. 6 degree angle of view. Working length 34cm 27023FM: Rigid only, 3Fr outer diameter, 60cm working, double action jaws, ring handled. Rigid Cysto Sheaths/Obturators: Sheaths must be 17Fr, 19Fr and 22Fr in outer diameter. 17Fr sheath must have 5Fr working channel with single channel bridge. 19Fr sheath must have (2) 5Fr working channels with a double channel bridge and (1) 6Fr channel with single channel bridge. 22Fr sheath must have (2) 7Fr working channels with a double channel bridge and (1) 10Fr channel with a single channel bridge. All rigid cystoscope sheaths, obturators, telescopes, bridges, etc must be interchangeable and compatible with existing KARL STORZ rigid cystoscopy sets Monopolar and Bipolar Resectoscope Sheaths, Obturators and Working Elements: Monopolar working elements must have (1) design cutting by means of spring movable thumb ring and (1) design cutting by means of a finger grip movable thumb ring. **Bipolar working elements must be compatible with KARL STORZ bipolar electrodes and existing Medtronic/Covidien FT-10 ESU (electrosurgical unit) Generator. Sheaths must be 24Fr standard non-continuous flow, 26Fr non-rotatable fixed tube continuous flow and 28Fr non-rotatable fixed tube continuous flow. Visual Obturators must fit 24Fr, 26Fr, 27Fr and 28Fr sheaths only with 6Fr and 9Fr instrument channels respectively. **Monopolar and Bipolar resectoscope working elements must be compatible with existing KARL STORZ resectoscope sets. Digital Flexible Ureteroscope: Digital flexible ureteroscope must be compatible with existing KARL STORZ camera control unit and other KARL STORZ camera control units. Must be 8.5Fr with only (1) 3.6Fr working channel. CMOS chip technology and LED technology for illumination. Deflection must be 270 degrees upward and downward. Deflection must be positive at the distal tip. The scope must incorporate Laserite ceramic liner to protect against thermal laser fiber damage. Angle of view must be 90 degrees and working length must be 67.5 cm. Camera System: Camera platform must be compatible with existing KARL STORZ camera heads both backward and forward compatible. Must be modular architecture design with separate modules that includes picture-in-picture technology and future upgrades and expandability. Camera system must include clara and chorma and be compatible with KARL STORZ digital flexible uretereoscopes and digital flexible cystoscopes. Pendulum Camera Head must be High Definition single chip camera head. Define requirements: The Video System processor requested must be compatible and adaptable with the current camera processor currently being used in both Urology Clinic and OR Suites. Due to the critical need area of the OR, two processors are requested to provide for back-up in the case of processor failure intra-operatively and can also provide the use of two OR rooms requiring the use of these endoscopes simultaneously. The vendor will deliver and set up the Camera System, and all working elements of the above requested. Delivery is expected within 30-45 days after award.
