Description
Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: U.S. Army Engineer District, Fort Worth Synopsis: FOR JBSA-LACKLAND, San Antonio, Texas: This Request for Proposal (RFP) is a Design-Bid-Build (DBB), full and open competition contract for construction of a 1,248 person Basic Military Training (BMT) dormitory. This is the sixth of eight (8) dormitories. The dormitory is approximately 280,550 Gross Square Feet (GSF) and consists of: four (4) stories; reinforced concrete structure; elevator; precast concrete panels; and a standing seam metal roof. Supporting facilities include a weapons cleaning pavilion, running track, exercise pads, parking lots, Anti-Terrorism/Force Protection(AT/FP) low security wall with integrated street lights and landscaping/irrigation. Special foundations to support this new dormitory will be required. The dormitory will include a building information system, intrusion detection system, energy monitoring and control system, fire/smoke detection, and alarm system and connections to installation central systems. Other supporting work includes water, sewer, gas, and electric utilities, exterior communications, site drainage, and final grading. Access for individuals with disabilities will be provided. DFARS 236.204 Disclosure of the magnitude of construction projects. (ii) Between $25,000,000 and $100,000,000. The RFP is anticipated to be issued on or about 10 April 2018, and offers will be due on or about 29 May 2018. No public bid opening procedures are applicable for this solicitation. A firm-fixed price contract is anticipated to be awarded using Lowest Price Technically Acceptable evaluation criteria. Anticipated contract award date on or about 03 December 2018. The period of performance will be 900 days from award. This announcement is open to all businesses regardless of size. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan for that part of work it intends to subcontract. The FAR 52.219-9 clause requirement does not apply to Small Business. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act. Projects outside the primary area of responsibility may be added upon approval of all parties and at the option of the Fort Worth District, U.S. Army Corps of Engineers.
