Description

Justification for other than full and open competition This action involves acquisition of a succeeding lease for use of a communications tower for placement of scientific equipment to measure atmospheric gases, and ground space for placement of a government trailer/Laboratory and a radon detector as part of the Earth System Research Laboratory Global Monitoring Division Tall Tower Network near Moody, Texas and Leased under Lease No 012WSR0206C. This facility draws air from three levels on the tower into the Government trailer/lab where it is analyzed for atmospheric gases. In addition, NSRL collects meteorological information from instrument packages mounted at two locations on the tower then transmits data to the trailer/lab. This site is located at following coordinates 31.315 Latitude and -97.326944. This site has been leased since February 1, 2001, under various leases and is currently occupied under lease No. 12 WSR0206C. The new lease was negotiated for a term of 10 years from October 1, 2016 to September 30, 2026.
