- Description
- The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement for the warehousing of specified material for the LHD and LHA Programs in support of FY18 Phased Maintenance Availability (PMA). Requirements specify the contractor to provide warehousing and Preparation for shipping of Large Deck Amphibious material procurement. The place of performance will be Pascagoula, MS. Work is projected to start in March 2018 with an expected duration through approximately March 2019. These requirements will be procured as a Delivery Order under the terms and conditions of Basic Ordering Agreement (BOA) N00024-16-G-4305 issued to Huntington Ingalls Incorporated, Ingalls Shipbuilding (Ingalls), 1000 Access Road, Pascagoula, MS 39568. The work to be performed under this Delivery Order is for the warehousing of material that Ingalls Shipbuilding will procure. With this material being procured by Ingalls, it will need to be adequately accounted for, secured, and maintained properly. Eventually this material will need to be kitted and shipped to the appropriate facility when required. Because of this process, it is essential for Ingalls to warehouse this material as to not add potential risk with using a third party for this function. As described in Justification and Approval (J&A) 41,195, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for materials and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation prior to expiration of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
