Description

This document serves as notification of an upcoming solicitation Invitation for Bid for Construction Project #821-NRM18-108; Public Restroom Improvements. The contractor shall furnish all labor, material, equipment, transportation and supervision necessary to update/improve the men s and women s restrooms to comply with Architectural Barriers Act Accessibility Standards (ABAAS) at the Rock Island National Cemetery in accordance with the statement of work, all drawings, specifications, and per applicable standards and requirements. The work includes, but is not limited to site investigations, general construction, alterations, necessary demolition and removal of concrete sidewalks, and certain other items necessary for completion. All work shall be performed in strict accordance with the terms, conditions, specifications and drawings of the solicitation (when available) and all applicable standards and requirements. The period of performance shall be forty-five (45) calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: Rock Island National Cemetery Rock Island Arsenal, Bldg 118 Rock Island, IL 61299 The North American Industry Classification Code (NAICS) used for this requirement is 236220, Commercial and Institutional Building Construction; the size standard is $36.5M. Project Magnitude: Between $25,000 and $100,000. A site investigation will be scheduled prior to the closing of the solicitation. Details for the site investigation will be posted in the solicitation. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about April 6, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov.
