- Description
- Intend to award sole source based on FAR 6.302-1, Only One Responsible Source. The Naval Air Warfare Center Weapons Division, Point Mugu, California, intends to negotiate and award a contract using other than full and open competition procedures. Negotiations will be conducted with Bird, XCOM Systems, LLC, located at 12345-B Sunrise Valley Drive, Reston, VA. 20191, in order to procure two XCOM IQC91000A Real-Time RF Signal Recording and Playback Systems for the Airborne Electronic Attack (AEA) Integrated Product Team (IPT) located at the NAWCWD, Point Mugu, CA. The Next Generation Jammer (NGJ) testing requires an RF Record and Playback System capable of: -Instantaneous signal bandwidth at 1000 MHz -1000 MHz signal fidelity preserved upon record and playback with at least 12-bit resolution -Capable of collecting In-Phase (I) and Quadrature (Q) data -Continuous data collection and playback for a minimum of 15 minutes at 1000 MHz instantaneous bandwidth -Large file data storage built into the system to minimize downtime for terabytes of data transfer -Open file format architecture to utilize existing JATO MATLAB tools and software -Accepts IRIG-B input for precise timestamping of events during recording -Declassification/sanitization process to allow system to be used between unclassified and classified environments. XCOM ICQ91000A is the only product that meets the bandwidth requirements, I/Q data format, and is identical to the JATO configuration. The Government anticipates contract award in the fourth quarter of FY2018. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to pam.hom@navy.mil by 10 April 2018. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-18-R-0048 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to provide the required supplies without compromising the quality, accuracy, reliability, and schedule.
