- HYPACK SOFTWARE LICENSES THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The Department of the Interior, United States Geological Survey, Office of Acquisition and Grants, Denver Acquisition Branch plans to contract on a sole source basis for HYPACK Brand commercial off the shelf hydrographic survey software in support of ongoing Upper Midwest Environmental Sciences Center (UMESC) GIS missions. The North American Industry Classification System (NAICS) code is 511210 and the size standard is $38.5.5M. There is no incumbent contractor. The required enhancements include: Provide HYPACK/HYSWEEP, a xylem brand, to provide two hard-lock key systems, technical support, and annual maintenance agreement for HYPACK/HYSWEEP Multi-beam Data Collection and Processing Version 2018 software. A.The software must be able to support UMESC continuing benthic habitat mapping project to supplement invasive Asian Carp research. Hydro-acoustic surveys using multi-beam and side-scan sonars are being conducted and require HYPACK/HYSWEEP software for field survey planning, data collection, data processing, and analysis. B.Must be able to integrate in almost all multi-beam and side-scan sonar systems. C.The software must works not only in conjunction with the multi-beam and side-scan sonars currently owned by the UMESC, but must also integrate with the UMESC ™s SonTek ADCP and other single beam equipment. D.The contractor must provide continued annual maintenance and technical support to accommodate work scheduled for Fiscal Years 2018-2021. Description of Supplies or Services. The Upper Midwest Environmental Sciences Center (UMESC) currently owns a SonTek S5 acoustic Doppler current profiler (ADCP), side-scan, and multi-beam sonars. HYPACK/HYSWEEP, by Xylem brand, is an industry software standard for survey planning, collection, and processing of hydro-acoustic data. HYPACK is a hydrographic software package that provides all the tools necessary to complete a hydrographic, side-scan, ADCP, and magnetometer survey. HYSWEEP is fully integrated into HYPACK as an additional module that is specifically needed for multi-beam calibration, data collection, and data processing. Ongoing hydrograph GIS missions at UMESC require the purchase of additional HYPACK/HYSWEEP software modules due to their compatibility with already owned UMESC hydro-acoustic equipment. HYSWEEP is fully integrated to almost all multi-beam systems, which provides flexibility when purchasing different multi-beam and side-scan sonar systems. UMESC relies on HYPACK/HYSWEEP software modules for conducting crucial hydro-acoustic surveys used in the collection of data for developing high resolution bathymetry, river sedimentation changes, and benthic habitat maps. Two additional HYPACK/HYSWEEP software licenses are needed in FY 2018 to keep up with the additional hydro-acoustic, side-scan, and multi-beam data processing being performed by UMESC staff in support of multiple ongoing research projects both during and beyond FY 2018. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contracting officer no later than 1500 EST Monday, March 23, 2018: 1.Capability statement describing corporate expertise and technical qualifications in the work described above. 2.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3.Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4.Point of contact information for vendor and D&B Number. 5.Any other information that will prove the vendor is capable of performing the required effort. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
