THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, and the small business size standard is $15.0M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service Disabled Veteran Owned and Veteran Owned Small Businesses must be registered and verified in the Department of Veterans Affairs Vendor Information Pages (VIP) (See Internet Site https://www.vip.vetbiz.gov/). Brief Description of Services BACKGROUND The Department of Veterans Affairs (VA) Central CA Health Care System (VACCHCS) has a requirement for contractor shall provide a service contract to perform testing, adjusting and balancing (TAB) on approximately 48 rooms of varying size, configuration and function located at the VA Central California Healthcare System s Fresno Medical Center located at 2615 E. Clinton Ave, Fresno, CA 93703. Contracted vendor will be required to provide all labor, materials, tools, equipment, transportation, specialty services and supervision required to complete the work indicated. Contract scope will be limited to the testing, adjusting and balancing of the air conveyance portion of HVAC system only. HVAC related water loops and similar non-air conveyance related tasks typically performed by a TAB contractor are not covered under the terms of this contract. Work will be performed on heating, ventilation and air conditioning systems (HVAC) of varying vintages, configurations, manufacturers, design and applications. Due to patient care requirements, most of the areas to be tested under this contract will require testing to occur during non-business hours. This may include work over the weekend or work after or before typical business hours. Testing will be in accordance with requirements set forth in the VA HVAC Design Manual-2011 Edition, 2011 ASHRAE Handbook, HVAC Applications, Chapter 38, Testing, Adjusting and Balancing, Associated Air Balance Council (AABC) and/or National Environmental Balancing Bureau (NEBB) and industry / manufacturers guidelines. TAB shall be performed in accordance with the requirements of the Standard under which TAB agency is certified by either AABC or NEBB. The TAB agency shall be either a certified member of AABC or certified by the NEBB to perform TAB service for HVAC, water balancing and vibrations and sound testing of equipment. The certification shall be maintained for the entire duration of the contract. If, for any reason, the agency loses subject certification during the contract period, the vendor shall immediately notify the Contracting Officer. Any agency that has been the subject of disciplinary action by either the AABC or the NEBB within the five years preceding Contract Award shall not be eligible to perform any work required under this contract. The TAB specialist shall be either a member of AABC or an experienced technician certified by NEBB. The certification shall be maintained for the entire duration of the contract. If, for any reason, the Specialist loses subject certification during this period the Contracting Officer will be notified immediately. Any individual that has been the subject of disciplinary action by either the AABC or the NEBB within the five years preceding contract award shall not be eligible to perform any duties related to this contract. All TAB technicians performing actual TAB work shall be experienced and must have done satisfactory work on a minimum of 3 projects comparable in size and complexity to this project. Qualifications must be certified by the TAB agency in writing. The lead technician shall be certified by AABC or NEBB. Test Equipment Criteria: The instrumentation shall meet the accuracy/calibration requirements established by AABC National Standards or by NEBB Procedural Standards for Testing, Adjusting and Balancing of Environmental Systems and instrument manufacturer. Contract shall provide the most recent calibration certification of any test device utilized during the TAB process. Calibration shall have occurred within the current calendar year. SCOPE OF WORK Vendor will test the supply, exhaust and return air registers/vents in the rooms/areas listed on the TAB room schedule and assure the quantity of air entering and exiting the area and the differential pressure conforms to the requirements found in the VA HVAC Design Manual-2011 Edition. All work will be performed in accordance with AABC National Standards or by NEBB Procedural Standards unless superseded by the requirements provided in the VA HVAC Design Manual-2011 Edition. Before starting TAB activity vendor shall inspect the supporting air handling unit for proper operation. Filters and coils shall be inspected for obstructions, damage and proper installation. In addition vendor shall confirm filters meet the requirements for the intended application. The government shall be responsible for providing and installing filters if required. Vendor will perform a pre-adjustment inspection to include measurement of room supply, return and exhaust and pressure differential. This data will be submitted with the final TAB report. Vendor will perform adjustments on the air supply, return or exhaust to achieve the appropriate number of air exchanges and differential pressures. All adjustments will be performed with doors and windows closed, unless otherwise indicated by AABC National Standards or by NEBB Procedural Standards. Whenever possible air change rates shall be set to the requirements set forth in VA HVAC Design Manual-2011 Edition plus 20%. (For example, a room requiring 20 air changes per an hour would be adjusted to provide 24 air changes per an hour.) Whenever possible, differential pressures requirements will be set per the requirements of the VA HVAC Design Manual-2011 Edition plus 50%. (For example, a room requiring a positive differential pressure of 0.01 inches of water would be adjusted to obtain a pressure of 0.015 inches of water.) Upon completion of the TAB, the vendor will measure the static pressure output of the associated air handler at a location mutually agreed upon between the Contractor and the VA. End of Scope description Capability Statement The Government requests that interested parties provide the following capability information to the Contract Specialist, Parvinder Brar by email at: Parvinder.brar@va.gov by close of business March 28, 2018: (a)  Business Size (Large/Small) (b)  Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (www.sam.gov) (d) VIP record (SDVOSB/VOSB firms only) (https://www.vip.vetbiz.gov/) (e)  DUNS number (f) Ability and experience in managing similar projects. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. Demonstrate TAB technicians performing actual TAB work are experienced and have done satisfactory work on a minimum of 3 projects comparable in size and complexity to this project. Qualifications must be certified by the TAB agency in writing. The lead technician shall be certified by AABC or NEBB. (g) List of Projects (Government and Commercial) that are similar in scope and size. (h) Anticipated Teaming Arrangements (if any) (i) GSA Contract Number if applicable. (j) Provide documentation demonstrating the TAB agency is either a certified member of AABC or certified by the NEBB to perform TAB service for HVAC, water balancing and vibrations and sound testing of equipment (k) Provide documentation demonstrating the TAB specialist is either a member of AABC or an experienced technician certified by NEBB. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.           *Failure to provide the information requested above (items (a) (k)) will be considered non-responsive and will not be considered a viable source.
