Description
This Sources Sought Notice is for market research purposes only. This is NOT a request for quotes or proposals. The Anniston Army Depot is seeking responses from all responsible sources, including large, and small business concerns. Small business concerns are defined under the associated North American Industry Classification (NAICS) code for this effort, 561730 Landscaping Services; Size Standard is $7,500,000. Please include your company's size classification and socio-economic status in any response to this notice. Summary of Service: Raise and Realign Headstones at U.S. Army Post Cemetery and the German Italian Memorial Cemetery Fort McClellan, Anniston, AL 1.1 BACKGROUND INFORMATION. U.S. Army Post Cemetery and the POW Cemetery are under the care and control of Anniston Army Depot (ANAD) is the final resting place for our most revered military and civilian leaders. The Cemeteries receives many visitors each year - including visits from heads-of- state, family members of the deceased, and tourists from around the world. Funerals, and other ceremonies, such as commemorations, wreath ceremonies, and head-of-state visits are conducted yearly. These ceremonies and funerals often receive the intense focus of the press and other media. Because these two cemeteries hold special significance to the Army and the attention it receives, strict adherence to these specifications are essential. Failure to meet specifications will have a negative impact on our nation's image and will not be tolerated. The successful contractor forms a true partnership with the federal government to ensure those who served our nation are properly honored. 1.2 SCOPE OF WORK. The Contractor shall provide all materials, equipment, labor, and supervision necessary to raise and realign (concrete beam system), reset, clean headstones, turf renovation and sodding, and tree removal at German-Italian Cemetery (POW) and the U.S. Army Post Cemetery located at Fort McClellan, Anniston, Alabama. All work shall be performed in accordance with this Statement of Work, the National Cemetery Association (NCA) and U.S. Army specifications for beam system, and Army Regulations 210-190 and 290-5, and Technical Manual (TM 5-630) for Amy Cemeteries. Tree removal practices shall also conform to ANSI Z133.1 Standards. Both cemetery sites are under the control of ANAD. The specific tasks are as follows: 1.2.1 U.S. Army Post Cemetery: The Contractor shall provide all materials, equipment, labor, and supervision necessary to raise and realign (concrete beam system), reset, and clean 4 existing upright headstones; sod (approximately 800 square feet); removal of trees (standing, fallen, or partially fallen) to include the removal of the stump and root flares to a depth of not less than 18 inches below ground level - and the removal of said grindings at the U.S. Army Post Cemetery. 1.2.2 POW Cemetery: The Contractor shall provide all materials, equipment, labor, and supervision necessary to raise and realign (concrete beam system), reset and clean 29 existing upright headstones marble type and one pillow type monument; turf renovation with additional earthwork to grade the ground to a level and uniform slope and sod (approximately 25,000 square feet); pour new stamped concrete slab (approximately 220 cubic yards) up to existing bridge; and repaint sidewall (approximately 3500 square feet); install a drainage system to mitigate standing water on the cemetery grounds; removal of trees (standing, fallen, or partially fallen) to include the removal of the stump and root flares to a depth of not less than 18 inches below ground level - and the removal of said grindings at POW Cemetery. Responses to this notice must be submitted electronically to Heather Glover at heather.n.glover2.civ@mail.mil (telephone inquiries will not be accepted or acknowledged). "Raise and Realign Headstones at Fort McClellan, Anniston, AL" must appear in the subject line of the email or it will be deleted and not read. Responses must be received no later than April 4, 2018 at 10:00 AM CST. Interested vendors are requested to submit a statement of the capabilities of their organization with respect to the government's Request for Information (RFI). Responses should include: 1. Prospective firm's name, address, phone number, socioeconomic status and DUNS number 2. General information of firm's previous experience on at least two projects of a similar scope, complexity and value; including the title, location, brief description of work, and dollar value Responses should be "short and to-the-point." This Request For Information is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The Government is under no obligation to issue a solicitation or to award a contract related to this project. NO FURTHER INFORMATION IS AVAILABLE AT THIS TIME. THIS RFI IS FOR MARKET RESEARCH ONLY. This RFI will expire on April 4, 2018 at 10:00 AM CST.
