- Draft PWS - Outside Counsel Advisory and Assistance Support SSN - Outside Counsel Advisory and Assistance Support This is a market research tool being used for information only to be used for determining the availability and adequacy of eligible business sources in order to meet Federal Insurance & Mitigation Administration's (FIMA's) planning and management support services' needs. Federal Emergency Management Agency (FEMA) is seeking procurement alternatives and sources to provide the support services to meet these requirements. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow up information requests. The Government is not obligated to and will not pay for any information received from industry sources as a result of this Sources Sought Notice. Respondents will not be notified of the results of the Sources Sought Notice or resulting market research. The Government does not request any proprietary information that should be submitted, nor shall it be liable for any consequential damages for proprietary information. Any information submitted to the Sources Sought Notice (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a). Through the Biggert-Waters Flood Insurance Reform Act of 2012 and the Homeowner Flood Insurance Affordability Act of 2014, the National Flood Insurance Program (NFIP) received authority to establish a federal-based program to secure reinsurance from the private reinsurance and capital markets to better provide claims coverage for the NFIP. FIMA is currently working to continue to implement this program. A program of this nature is fairly new to the federal government, and reinsurance is a specialized area of the law. As a result, FIMA requires legal subject-matter-experts to advise and assist on matters related to the reinsurance law and the reinsurance industry.
