Description
Hard Copy of Sources Sought The purpose of this notice is to perform SOURCES SOUGHT/MARKET RESEARCH. This is NOT a solicitation. Responses to this notice will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow up information requests. The U.S. Army Corps of Engineers, Europe District, requests letters of interest from qualified firms interested in performing work in support of sampling and analytical services. This planned contract will include services such as sampling and chemical and physical analyses of soil, sediment, sludge, ground water, surface water, oil, waste, as well as other environmental samples such as mold, asbestos, lead-based paint, caulking, and other building materials; and construction materials testing such as aggregates, concrete, masonry, bituminous paving, soils and weld tests. Examples of sampling and analytical work to be performed under this contract include but are not limited to: Environmental Analytical Services: Contractors will be responsible for fully executing required sample collection and testing services for a variety of media including groundwater, soil, surface water, drinking water, air, and building and construction materials. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform in accordance with this work statement. The Contractor shall ensure performance of field sampling, laboratory and field testing in accordance with applicable EPA, ASTM, ISO or equivalent host nation environmental testing standard. Laboratory requirements include: a. Ability to receive both aqueous and non-aqueous primary samples and quality assurance samples from many and varied sites which may include but are not limited to Hazardous, Toxic, and Radioactive Waste (HTRW) sites, military installations, process or waste streams, or typical sources, such as rivers, lakes, streams, buildings, and structures. b. Provide technically valid and legally defensible environmental data that will meet the required site-specific Data Quality Objectives (DQOs). c. The BPA Laboratory shall maintain an Organic Chemistry Section with appropriate personnel, facilities, and instrumentation to conduct the work detailed in the BPA. d. The BPA Laboratory shall maintain an Inorganic Chemistry Section with the appropriate personnel, facilities, and instrumentation to conduct the work for this BPA. Construction and Material Testing Services: Contractors will be responsible for fully executing required sample collection and testing services during construction for a variety of media including aggregates, concrete, masonry, bituminous paving, soils and weld tests. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform in accordance with this work statement. The Contractor shall ensure performance of field sampling, laboratory and field testing in accordance with applicable ASTM, AASHTO, or equivalent host nation construction materials testing standard. Sampling: When sampling is to be performed by the USACE personnel or its subcontractor, the BPA Contractor shall provide labeled sample containers, trip blanks, temperature vials, and coolers. These items shall be shipped to a location designated by USACE personnel within eight hours of notification or picked up from the BPA Laboratory by USACE personnel. When sampling is to be performed by the BPA Contractor personnel or its subcontractor, the BPA Contractor shall provide labeled sample containers, trip blanks, temperature vials, and coolers. The BPA contractor is also responsible for providing any necessary sampling equipment including nitrile gloves, hand tools, hand augers, well pumps, field parameter logging equipment, tubing and electricity. Sampling work should begin within seven working days of notification and submittal of the sampling protocols from USACE. Requirements for the sampling include: a. Sample collection of a variety of environmental media including groundwater, soil, surface water, drinking water, air, and building and construction materials. b. Sample in compliance with host nation laws following established sampling procedures including those defined by EPA, ASTM and ISO. c. Responsible for collection, preservation, labeling, logging on a chain of custody, packing and delivery to the laboratory. This Contract may be used to support the U.S. Army Europe Installations and/or other U. S. Government Agency requirements in Germany, France, Belgium, Netherlands, Poland, Romania, Bulgaria, Spain and Italy. However, work can be awarded for projects located outside of these countries but within CENAUs area of responsibility (AOR). Small and Small Disadvantaged Business requirements are waived for this project due to its location being OCONUS. The Government intends to award one firm a Blanket Purchase Agreement (BPA) indefinite delivery indefinite quantity (IDIQ) contract. The proposed contract will be for one period of 3 years with 2 one-year options, resulting in the contract performance period maximum of 5 years. The estimated total contract price for the base year and all option years for all contracts combined is $3,000,000.00. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS: Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 5.) (1) Name of firm, address, point of contact, phone number, and email address. (2) CAGE Code and DUNS number (if available). (3) Your intent to submit a proposal for this project when it is formally advertised. (4) Your firm's capability to perform a contract of this complexity. Include offeror's in-house capability to perform (1) environmental laboratory analytical services, (2) construction and materials testing, (3) soil and groundwater sampling. Please include experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) are requested to provide no more than 3 examples of projects performed for review. (5) Your firm's willingness and ability to do work in multiple countries. Does you firm have the ability to receive and analyze environmental samples and construction samples from multiple countries? (6) In the matrix below please indicate which countries and services your firm is capable of providing as outlined in the scope above.
