SOURCES SOUGHT ANNOUNCEMENT PACIFIC OCEAN DIVISION (POD) MILITARY MASTER PLANNING SERVICES This is a SOURCES SOUGHT announcement for market survey information only, to be used for acquisition strategy planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow up information requests. Respondents will not be notified of the Sources Sought evaluation results. The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) on behalf of the Southwestern Division (SWD) Regional Planning and Environmental Planning Center (RPEC) is conducting market research for anticipated Military Master Planning Service's requirements within the Pacific Ocean Division (POD) that would be executed under an existing Memorandum of Agreement (MOA) between POD and SWD. The Request for Proposal would encompass Master Planning requirements for multiple military installations for a resultant Firm-Fixed-Price C-type contract, with a period of performance not to exceed 5 years, and a total contract value not to exceed $9.9M (inclusive of Options). The set-aside decision for the acquisition will depend upon the responses to this Sources Sought announcement and resultant market research obtained. A wide range of Master Planning Services are anticipated to be performed via this contract. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and relevant experience of all business sizes to provide Military Master Planning Services within POD. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms. Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business (SDVOSB), and Large Business firms are highly encouraged to respond to this Sources Sought. The Period of Performance is not to exceed five (5) years from date of contract award, with a total contract value not to exceed $9.9M (inclusive of Options). The North American Industrial Classification System (NAICS) Code for this procurement is 541690, Other Scientific and Technical Consulting Services, with an applicable small business size standard, as established by the U.S. Small Business Administration, of $15M. Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting, that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The official RFP will be issued on the Federal Business Opportunities website, www.fbo.gov in the April/May 2018 timeframe requesting submission of proposals for evaluation and contract award. Note that Firms must be registered in the System of Award Management (SAM) and have NAICS 541690 identified on their profile to be eligible for award of Government contracts. Contractors responding to this Sources Sought must complete the on-line Survey Monkey questionnaire provided at the URL below. It is strongly recommended that respondents review the pdf copy of the survey questionnaire prior to beginning the online survey, as the questions must be answered sequentially and the survey tool does not lend itself to making changes once it's begun.
