RFI Digital Models and Electronic Data Exchange Practices Section 1. Submittal Information Issue Date: March 19, 2018 Due date for responses: Thursday, March 29, 2:00pm, PDT Submit responses electronically to: wfl.contracts@dot.gov Email Subject Line must include: "RFI Digital Models and Electronic Data Exchange Practices" See below Section 5 entitled "Requested Content of Responses to this RFI Notice" for submittal content instructions. One (1) electronic copy should be submitted. Section 2. Introduction This is a Request for Information (RFI) notice. It is NOT a solicitation for proposals or proposal abstracts. The purpose of this notice is to obtain information, for planning purposes, regarding answers to questions from qualified sources the Federal Highway Administration (FHWA), Office of Federal Lands Highway (FLH). This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Any information provided in response to this RFI may be used by the government and should not be marked proprietary. A firm's response to this RFI will not influence the evaluation of any proposals potentially requested in the future by FHWA for the requisite services. Section 3. Background The purpose of this RFI announcement is to conduct market research. FHWA is an agency of the U.S. Department of Transportation, a cabinet-level organization of the Executive Branch of the U.S. Government. FHWA is charged with the broad responsibility of ensuring that America's roads and highways continue to be the safest and most technologically up-to-date. FLH provides program stewardship and transportation engineering services for planning, design, construction, and rehabilitation of the highways and bridges that provide access to and through federally owned lands. The Federal Lands Highway Program (FLHP) was created by the 1982 Surface Transportation Assistance Act and signed by President Reagan on January 6, 1983. The primary purpose of the FLHP is to provide financial resources and technical assistance for a coordinated program of public roads that service the transportation needs of Federal and Indian lands. The FLH currently provides transportation engineering and related services in all 50 states, the District of Columbia, Puerto Rico, and the Virgin Islands. One of the major factors associated with the success of the program is the Federal Highway Administration's strong relationship with our Federal, State, local, and tribal partners. FLH is at the forefront of consistently delivering distinct, sensitive, and sound engineering projects. FLH has three division offices, located in Sterling, VA, Lakewood, CO, and Vancouver, WA. Each division office has its own acquisition office which posts solicitations on FedBizOpps and awards contracts for highway and bridge construction projects. Most of the solicitations for highway and bridge construction projects are through sealed bidding. Section 4. Requested Content of Responses to this RFI Notice FHWA invites interested parties to provide a response to all questions. If no information can be provided for a specific question, provide an "NA" (indicating Not Applicable) response.
