Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-96, dated November 6, 2017. Solicitation 36C26218Q0451 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract. This procurement will be issued under as a Small Business Set-Aside. NAICS Code is 339112 and the Small Business Administration s (SBA) size standard 1000 Employees. The Government is seeking a contract to acquire Transcranial Magnetic Stimulator System. This solicitation contains a brand name justification for the following systems and components: Below are the salient characteristics for equal to products in accordance with FAR Part 52.211-6 and 852.211-73 BRAND NAME OR EQUAL. a. Must be compatible with the ANT Neuronavigation software required for the accurate placement of the treatment coil b. Must have a treatment coil that has an active treatment side and a placebo direction specific treatment side for the double-blinded research protocol c. Must have stimulation rates up to 100 pps at high intensities to accommodate individualized patient treatment paradigms d. Must be able to produce biphasic wave forms See attached SF 1449 Solicitation for further details. Place of Performance: VA San Diego Healthcare System (VASDHS), 3350 La Jolla Village Drive, San Diego, CA 92161. Period of Performance: Within 90 days of placing order or sooner if available. Furthermore, Provision 52.212-2 is utilizing the Lowest Price Technically Acceptable (LPTA) on an Acceptable/Unacceptable evaluation process.
