- Attach 2 - Evaluation Factors DET 460 EBS_Rev16Mar18 Amendment 1 - Attachment 2 was revised removing original paragraph B.1 that spoke about roofing experience and arctic conditions. ***Does not apply to this SOW. Question 1 - Does the work under this project require us to evaluate the entire 100+ acre parcels, or just the 1.5 acre area of usage plus a reasonable buffer area around the 1.5 acre area? Answer 1 - Evaluate the area that was cleared for use plus a reasonable area into the surrounding non-cleared work area. Question 2 - In Section 3.5.2.3 of AFI 32-7066 - Environmental Baseline Surveys in Real Estate Transactions, it is indicated that sampling is to be accomplished as part of the Phase I Environmental Baseline Study to evaluate certain potential contaminant impacts if sufficient information is not gathered through the research portion of the project activities to make such an evaluation. However, in Section 4.2 of the solicitation, it states that no sampling will be undertaken for this contract. Can you please confirm that for purposes of our proposal, we should not assume that sampling is required? Answer 2 - The purpose of this contract is to conduct a Phase I EBS. Section 3.5.2.3 of AFI 32-7066, goes on to list the items that could be sampled, the contractor determines applicability. Section 4.2 of the SOW refers to a Phase II EBS, which is not included in this contract and therefore no additional sampling that falls under Phase II will be accomplished. Question 3 - Can existing federal Contractor Performance Assessment Reports (PARS) be submitted in lieu of the Past Performance Questionnaires (PPQs) as evidence of past performance on similar projects? Answer 3 - PPQs are required to be submitted. The government will be pulling the CPARs/PPIRS.
