- *Note: Amendment to SYNOPSIS to correct the quantities as follows: Revision to Synopsis for Helium Dewars, Type II, Grade A, posted 21 February 2018. The total estimated contract quantity for BLM and Non-BLM Liquid Helium is revised FROM: Contract Year 1: BLM 145,250 Liters (LI) / Non-BLM 44,200 LI, Year 2: BLM 145,250 LI / Non-BLM 41,400 LI TO: Contract Year 1: BLM 145,250 Liters (LI) / Non-BLM 44,500 LI, Year 2: BLM 145,250 LI / Non-BLM 41,700 LI. ------------------------------------------------------------ The Government intends to issue a procurement for the delivery of Propellant Pressurizing Agent, Liquid Helium, Type II, Grade A, 99.995% Purity, NSN 9135-00-142-9362, MIL-PRF-27407D, dated 01 August 2014, delivered on an f.o.b. destination basis in Contractor-owned Dewars to various CONUS DoD and University program customers. The contract ordering period will be two years from 1 June 2018 through 31 May 2020. The total estimated contract quantity for BLM and Non-BLM Liquid Helium is as follows: Contract Year 1: BLM 145,250 Liters (LI) / Non-BLM 44,200 LI, Year 2: BLM 145,250 LI / Non-BLM 41,400 LI. The "Non-BLM" CLINs will be issued as an unrestricted competitive procurement, and the "BLM" CLINs will be issued as an other than full and open competitive procurement under authority of FAR 6.302-5, Authorized or Required by Statute. This procurement will be used to establish one or more two-year Fixed Price with Economic Price Adjustment (EPA) Indefinite Delivery Requirements type contract(s) using Federal Acquisition Regulation (FAR) Part 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS procedures. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2.
