- Title: Veterans Health Administration (VHA) Resuscitation Quality Improvement (RQI) Program Enterprise Solution Description(s): NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT to the American Heart Association, Inc. SYNOPSIS: Market Research was conducted and the results attest that no other sources can meet the current Veterans Health Administration (VHA) Resuscitation Quality Improvement (RQI) Program Enterprise Solution requirements to procure American Heart Association (AHA) RQI eLearning training products, interfacing training hardware, training consumables and replacement components, extended warranty program and enterprise management in support of the VHA Resuscitation Education Initiative (REdI) Program. PROGRAM DESCRIPTION: The VHA has a requirement to procure AHA RQI Basic Life Support (BLS) with eCard/RQI BLS Complete with eCard, RQI Advanced Cardiac Life Support (ACLS) with eCard/RQI ACLS Complete with eCard, RQI Pediatric Advanced Life Support (PALS) with eCard/RQI PALS Complete with eCard, RQI Workforce with eCompletion Certificate, HeartCode PALS, AHA PALS Provider eCards, AHA ACLS Provider eCards, AHA Basic Life Support (BLS) Provider eCards, AHA Heartsaver First Aid CPR AED eCards, AHA Heartsaver Instructor eCards, ACLS Instructor eCards, ACLS Experienced Provider eCards, ACLS Experienced Provider Instructor eCards, Mobile CPR Training Stations with associated manikins, support equipment and consumables, replacement parts, Mobile CPR Training Station and Manikin Extended Warranty Program, Customer/Technical Support, RQI Analytics, Onsite Program Director Training, Follow-Up Training Webinars, Enterprise Program Manager, Enterprise Program Specialist, Enterprise Program Coordinators and RQI Workforce Roll-Out Training Online. This requirement also includes access to AHA educational content online and via the VHA's Training Management System (TMS) to maintain trainee test scores and issue electronic certification cards to trainees after course completions using existing Laerdal Mobile CPR Training Stations equipped with Voice Assisted Manikin (VAM) systems. These AHA and Laerdal products support the VHA REdI Program. The REdI program provides critical train-the-trainer clinical training support to the VHA to provide training and to fund resuscitation equipment for such training. REdI is the official national AHA Training Center for BLS and ACLS for the VHA and has an ongoing requirement to standardize, document, track, and monitor throughout VHA the provisions of ACLS and BLS using the AHA training products and other resuscitation-focused training programs developed internally by the VHA. The current VHA Directive 1177, Cardiopulmonary Resuscitation, Basic Life Support, and Advanced Cardiac Life Support Training for Staff, dated 6 April 2017 and the pending revision to the VA Directive 1177, Cardiopulmonary Resuscitation, mandates that AHA and Military Training Network (MTN) are the only programs acceptable by VA for obtaining required certification. Over a decade ago, AHA and Laerdal Medical formed a strategic Alliance to leverage their unique strengths and common commitment to saving more lives as a foundation for co-creating innovative solutions to cardiac arrest training and education. This Alliance led to the development of the AHA RQI System, a proprietary training solution that leverages AHA's unique HeartCode line of digital training courses with Laerdal QCPR manikins and custom-developed interactive feedback equipment and tools to give the student more thorough and realistic CPR training. The RQI eLearning training products will allow student access to the current AHA educational content online via the VHA's TMS. Additionally, the required eLearning training products interfaced training on existing VAM systems. The eLearning training products are required for accessing educational content designed to ensure medical personnel maintain the necessary certifications and competencies to assess and treat patients in VHA facilities and clinics. AHA's RQI program currently includes cognitive components that are delivered online and psychomotor skills assessments that are performed at mobile training stations. The mobile training stations, previously procured by the VHA, interface with the VHA's TMS and integrates the AHA BLS and ACLS eLearning training products with VAM systems in use across the VHA Enterprise. AHA is uniquely capable of delivering the current VHA REdI Program requirements within the project schedule. The contract will be issued on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302 ‐ 1: "Only one responsible source and no other supplies or services will satisfy agency requirements." PROJECTION: Estimated Acquisition Dollar Value: Approximately $41,000,000.00. It is anticipated that the contract type will be a Firm Fixed Price single award ID/IQ contract with a two year ordering period. RESPONSES REQUESTED: Contractors who believe they have the capability to meet the requirement shall submit an affirmative, written response not to exceed 10 pages, describing their capability of meeting the specific requirements outlined above.
