Description
The U.S. Geological Survey, Caribbean-Florida Water Science Center (CFWSC) has a requirement to establish Indefinite Delivery, Indefinite Quantity Contract (IDIQ) base year with four option year periods. The minimum requirements for the tags that's needed to provide satellite-location only, whereas we need others that provide satellite-location plus depth, and still others that provide GPS location, satellite-location, plus depth, and another model that is an accelerometer (i.e., acceleration data logging tags or ADLs). We anticipate that annually we will need a mix of 40-60 tags, depending on future funding and project goals. The need is project-based, and we have 2 current projects where we need both location and depth, but we need to have flexibility in the size of the tags because we may get juvenile turtles that cannot be tagged with the largest models of tags. We also need flexibility in programming the tags (i.e., we need to be able to program them once we have them in the field) because on these new projects, we do not yet know which species we may be capturing; we would program a tag differently for a green turtle versus a loggerhead versus a Kemp's ridley versus a hawksbill. As well, for any adult males captured, we may need to program the tags differently from how we would program them for adult females whom we know more about from decades of tracking studies around the globe. There are four option year periods. Request for Proposal (RFP) 140G0118R0003 will be issued on or about 02/09/2018 with written proposals due on or about 03/06/2018. This acquisition is total small business set-a-side. The NAICS code is 334513. The size standard is $750 employees. The anticipated award date of the contract is 03/16/2018. A vendor must be registered at https://www.sam.gov/index.html to be awarded the contract. All responsible sources may submit a bid or quotation which shall be considered by the agency. Responses may be emailed to abenton@usgs.gov or mailed to the address specified in the solicitation. The RFP may be viewed on FedConnect at https://www.fedconnect.net/FedConnect/ Primary Product/Service Code: B529 Special Studies/Analysis Scientific Data Classification Code: B - Special Studies and Analyses - Not R & D
