Attachment A - Questions and Answers Format Template GSA Form 527 - Contractor's Qualifications and Financial Information GSA Conservator Qualifications Questionnaire (CQQ) Standard Form 1449 Request for Proposal (RFP) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-97), effective Wednesday, January 24, 2018. This is a total small business set-aside. The associated North American Industrial Classification System (NAICS) code is 711510 - Independent Artists, Writers, and Performers; and the small business size standard is are $7.5 million average annual receipts. The General Services Administration (GSA), Public Buildings Service (PBS), Office of Chief Architect, Art in Architecture and Fine Arts Division, located in Washington, DC is seeking the services of a contractor to provide care and preservation of Government-owned work of arts involving the assessment, analysis and treatment of works on papers in/on Government-owned property in GSA buildings and offices. GSA/PBS intends to award one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base period of 12 months, and four (4) one-year option periods to the responsible offeror whose proposal constitutes the most advantageous approach to meeting the Art Conservation Services for Works on Paper, outline in the solicitation, which include, but are not limited to watercolor on paper, prints on paper, photographs on paper, drawings on paper, collages on paper and graphite on paper. The minimum guarantee for the base contract is $2,000.00. The contract will include a clause for four (4) options and may be exercised at the discretion of the Government. The maximum ordering limitation for the Works on Paper IDIQ contract is $100,000.00 for each one year period. Services will be procured, as necessary, by the issuance of Firm-Fixed-Price task orders. All potential offerors must be registered in the System for Award Management (SAM) prior to award (www.sam.gov). Consideration for this contract is limited to firms or joint ventures (either with consultants) located within Maryland, Virginia, or the District of Columbia demonstrating the capability to coordinate the required services in their own active production offices located in the Washington Metropolitan Area (NCR). Firms not currently located within a 50-mile radius of the NCR must establish a local active production office within 30 days after contract award. There will be no travel premium allowed for projects within the NCR. The offeror must be able to demonstrate their experience to perform the work that is relevant to the Art Conservation Services - Works on Paper requirement. Offerors that submit proposals in response to this synopsis/solicitation are required to have been in business for three years or longer. The firms must demonstrate that 90% of the required services will be accomplished with the firms' own employees. One (1) firm-fixed-price IDIQ contract will result from this solicitation. Offerors that submit proposals who do not meet this requirement will be disqualified and eliminated from competition. All interested companies shall provide proposal(s) for the attached solicitation. Award shall be made to the Offeror whose proposal offers the best value to the government. The government will evaluate information based on the evaluation factors in the attached solicitation. SUBMISSION OF PROPOSALS: Offeror is to furnish proposal electronically to evangela.brown@gsa.gov, with a copy (cc) to collette.scott.gov no later than 11:00 am Eastern Time on Monday, April 16, 2018. All offers received after the due date and time will be considered late and will not be evaluated for award. SUBMISSION OF QUESTIONS: All questions concerning this solicitation must be submitted in writing/electronically to evangela.brown@gsa.gov on or before 3:00 pm Eastern Time, Tuesday, March 27, 2018. Any responses to questions will be made in writing, without identification of the questioner, and will be answered with an amendment to this synopsis/solicitation.
