- Design/Build - Replace Domestic Water and Sanitary Lines, RC White Federal Building, El Paso TX SYNOPSIS The General Services Administration, Public Building Service, intends to solicit proposals to provide Design/Build Services for replacement of existing domestic water and sanitary sewer lines and all related valves and accessories at the RC White Federal Building 700 E. San Antonio St. El Paso, Texas 79901. The solicitation number will be 47PH0418R0001. The procurement will be procured and awarded as a competitive Service Disabled Veteran Small Business (SDVOSB) set-aside using FAR Part 15 procedures. Design/Build services for Domestic Water and Sanitary Lines replacement will include the creation of construction documents by the contractors licensed Architect or Engineer Project Manager (A/E) to perform all work required to replace existing domestic water and sanitary sewer lines and all related valves and accessories. The Magnitude and estimated dollar value of the required services range between $1,000,000 and $5,000,000. The contract completion period is anticipated to be 270 calendar days. This is an informal source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. In Other Terms, Lowest Price Technically Acceptable (LPTA). The technical evaluation factors are anticipated to be as follows: (1) Experience, Key Personnel and (2) Past Performance. I n accordance with FAR 52.219-27, this procurement is a SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. At the time that a SDVOSB business concern submits its offer, it must represent to the Contracting officer that it is a SDVOSB under the North American Industry Classification System (NAICS) 238220 with the small business size of $15M. A joint venture may be a SDVOSB if the joint venture meets all of the requirements of CFR 125.15(b), meets the requirements of paragraph 7 of the explanation of Affiliates in FAR 19.102(f); and the joint venture is registered in the System for Award Management (SAM.gov) at the time the joint venture submits its offer under this solicitation. The SDVOSB concern should provide a copy of the notice required by 13 CFR 125.15(b) if material changes occur before contract award that could affect its SDVOSB eligibility. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website at https://www.fbo.gov/. No phone or fax requests for a copy of solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation will be available for download on or about 03/30/2018. A pre-proposal conference/site visit will be noted in the solicitation.
