Description
Changes to correct errors in the original announcement The announcement was released under NAICS 541360 however some of the text cited incorrect NAICS Codes. From: The applicable North American Industry Classification System (NAICS) Codes are 541310 Architectural Services and 541330 Engineering Services and the small business size standards are $7.5M and $15M respectively. To: The applicable North American Industry Classification System (NAICS) Code is 541360 Geophysical Surveying and Mapping Services the small business size standards is $15M. There was a conflict in the submission format. The Government is requesting electronic submissions at this point. From: Offerors must submit their SF330 Part I and Part II with a letter of interest as a wire-bound portfolio (8 ½ x 11 ). To: Offerors must submit their SF330 Part I and Part II with a letter of interest in electronic format. Questions and Answers 1. In the solicitation for the GPS/GIS Location Project, SF330, Part I, Section F, it does not state how many projects you will allow in this section. Is this the usual 10? Yet in 1. Specialized Experience, it states that we must, Provide up to three projects of similar scope Is that for the Specialized Experience section or are we only allowed three projects for Section F as well? Prospective firms should identify up to three projects of similar scope and complexity for consideration under the Specialized Experience factor. Firms may list the usual 10 projects in Section F for consideration under the past performance factor. Firms should clearly identify which projects are illustrative of specialized experience. 2. Are the surveyors required to be licensed and registered in each state or is a PLS from any state able to provide a letter certifying the accuracy of a survey? Typically, there is nothing state specific about survey accuracy. Boundary surveys normally should require a state specific surveyor but it does not appear boundary survey is necessary for this project. So for this project, can a PLS licensed and registered in any state provide a letter certifying the accuracy of the work performed? One licensed surveyor from any state can sign off on the contract deliverables work. 3. First I noticed the listing was called a Sources Sought on the right side bar but from what I read you are in fact looking for a complete SF330, is that correct. Second, on the submittal requirements at the top it states that a wire bound document is to be sent but at the bottom it states electronic documents are to be sent. Which do you require? The announcement is a Call for SF 330s. See above Wire bound reference is deleted. 4. IF Lidar based survey and Orthomosaic survey data is collected by equipment on the ground or elevated and are geo-referenced, using RTK, installing ground control placed in accordance with the coordinate planes referenced in the SOW, will this method of data collection be accepted as long as we conform to all specifications and deliverables? LIDAR can be used to identify coordinates (e.g. 3D Laser Scanning) of objects as long as the requirements are met. If the mention of orthomosaic survey indicates delivering an aerial image of the cemetery, this is not one of the requirements and would not replace the need for gravesite marker photos. Any intent to use of drone technology would be difficult due to the proximity of some cemeteries to controlled airspace, and authorizations/permitting may greatly impact the desired schedule. 5. Can the Contracting Officer extend the date for submittal? There is no plan to do so at this time. 6. What percentage of the labor dollars will the SDVOSB prime contractor be required to self-perform? (Typical Professional Services contracts require 51% of the labor dollars to be performed by the prime contractor.) Please refer to the clause at 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set-Aside which will be incorporated into any resultant solicitation. Which states in part: (d) Agreement. A service-disabled veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for (1)Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns;
