Description
Jackson Levee Project, Jackson Wyoming Sources Sought Notice: W912EF18RSS23 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The US Army Corps of Engineers (USACE), Walla Walla District is seeking to identify firms capable of providing this requirement for a Supply Contract Titled: Jackson Levee Fill Material Supply, 2018-2023. The fill material is to be certified weed-seed-free levee fill material to support the rehabilitation of levees within the Jackson Hole Levee Project. This will be an Indefinite Delivery-Indefinite Quantity (IDIQ) supply contract, with one base year and four option years. The North American Industry Classification System (NAICS) code for this project is 212321 Common Sand Quarrying and/or Beneficiating and the associated small business size standard is 500 Employees. This sources-sought announcement is a tool to identify interested businesses with the technical experience and capability to accomplish this work. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A.)Provide A capability statement expressing interest in this requirement, a list of no more than five current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary of Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B.)Verification of equipment: a minimum of three tractor/trailer or truck/pup combinations capable of transporting 21 to 25 tons of fill material in each load. Submit copies of truck registrations with your statement. C.)A list of references for each of the projects submitted in A.) above. Include the point of contact, title, phone number and email address. D.)Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. E.)Provide a statement that your firm intends to submit an offer on the project when it is advertised. F.)Name of firm with address, phone number and point of contact G.)Cage Code and DUNS number. Submit this information to Valerie.K.Reller@usace.army.mil, Contract Specialist, via email. Your response to this notice must be received on or before 3:00 PM Pacific Time on March 30, 2018. Summary of Scope of Work: The purpose of this multi-year contract is to provide weed-seed-free levee fill material to support the rehabilitation of levees within the Jackson Hole Levee Project. Contractor will supply 1,000 tons of fill material annually, with the Corps of Engineers holding options to purchase up to an additional 9,000 tons of fill material, on an annual basis. Fill material supplied in this contract will be delivered to the Teton County stockpile site, located adjacent to the Walton Levee, approximately 4 miles from the town of Wilson, WY at Section 13, Township 41 North, Range 117 West. There is an additional option to allow delivery to remote sites on the Project levees to support levee maintenance operations. Upon request by the Corps of Engineers Representative, the contractor will support up to three gradation tests of supplied fill material per contract year. The fill material shall consist of a well graded gravel-sand material with less than 5% fines and a maximum particle size of 8-inches. The material shall be free of wood debris, roots, clay, organic matter, refuse, or other deleterious materials. All fill material shall be from a State-approved source. The contractor will be required to submit: gradation test results; Los Angeles Wear test results, 500 Rev. (50% max.); and State operating license. The contractor will be required to deliver a minimum of 50% of contracted tonnage with trucking owned by and licensed to the contractor. Contractor will typically deliver fill material to sites between 15 August and 15 November of any contract year, to avoid impacts to bald eagles and migratory birds, and the onset of winter. The Corps of Engineers may, after coordination with Wyoming Game and Fish and the Fish and Wildlife Service, require delivery to contracted sites earlier than 15 August. The contractor will be responsible for shipping material between the source and the contracted delivery site. The contractor must stockpile fill material in accordance with the contract plans and specifications. Contractor must own and operate sufficient trucking to demonstrate capability to transport 51% of contract requirements, or approximately 5,100 tons of material, in a three month work window. Experience shows this trucking requirement to be 3 trucks capable of hauling 25 tons per load. The remainder of the trucking requirement may be completed by a subcontractor.
