- Supplement to GPs Reps & Certs Request for Proposal This is a Request for Proposal (RFP) for Six (6) each Floor Storage Container Assemblies (FSC), two (2) each Storage Rack Assemblies, and spare parts fabricated per the Fabrication Specification S707900-SPEC-02, and the 325 RPL lnventory Increase Floor Storage Container Fabrication Project S707900 drawing package. Proposals should be initially submitted on the most favorable price and technical terms which can be offered because of the possibility that award will be made without discussion of proposal received. The contract type is expected to be Firm Fixed Price. Battelle will use a Source Selection process for the selection and award of the fabrication that is consistent with Battelle's Acquisition Guidelines. The process involves evaluating technical proposals based on pre-determined evaluation criteria, making a determination of those in the competitive range, and then evaluating the Financial Proposals from those firms in the competitive range ONLY. Award will be made to the firm that is considered the best value for the government, having a fair and reasonable price, considering all factors. 1.2 Project Background PNNL is one of the DOE Office of Science (SC) multi-program laboratories, providing world-class scientific research capability and advanced scientific knowledge to support DOE and the nation's strategic goals in science, national security, energy, and environment. PNNL staff accomplishes this mission in a wide variety of buildings and general purpose office space as well as using specialized experimental laboratories, user facilities, and radiological facilities. Primary clients for PNNL capabilities include the DOE-SC, the National Nuclear Security Administration (NNSA), and the Department of Homeland Security (DHS). PNNL's 4,300 staff members conduct research activities on a campus composed of 79 buildings with nearly two million square feet. Approximately one-third of that space, or about 700,000 square feet, is located in government owned facilities in the Hanford Site 300 Area. These 300 Area facilities contain 45% of PNNL's experimental laboratory space, 100% of its radiological and shielded laboratory space, and other experimental capabilities and research equipment used to meet PNNL's multi-program laboratory mission objectives in which work is performed for the majority of DOE elements as well as numerous other agencies. PNNL has occupied various facilities in the 300 Area for over 30 years. The 300 Area facilities were built starting in the 1940's to support the Hanford works national defense mission which has long since ended. The current mission of the government at Hanford is focused on cleanup. As a result, most of the buildings located in the 300 Area have been demolished as a part of the cleanup efforts. More details about the cleanup efforts can be found at the DOE web site for River Corridor Cleanup (RCC). The Radiochemical Processing Laboratory's (RPL) mission is to provide core capability in applied nuclear science & technology furthering innovative radiological material processes and solutions for environmental, nuclear energy and national security initiatives. This includes technologies to advance the cleanup of radiological and hazardous wastes; processing and disposal of nuclear fuels; addressing National Security; and the production and delivery of medical isotopes. Located in the Hanford 300 Area, the RPL is a Department of Energy Hazard Category II Non-Reactor Nuclear Facility operated by Battelle.
