Description
VISN 23 Multiple Award Task Order Contract (MATOC), Indefinite-Delivery Indefinite-Quantity (IDIQ) for Construction THIS IS A REQUEST FOR SOURCES SOUGHT AND IS NOT A REQUEST FOR PROPOSAL. This is a request for Service Disabled Veteran Owned Small Businesses (SDVOSB) that have the capabilities and interest in the below need. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information provided to the Government as a result of this Sources Sought Notice is voluntary and will be used for planning purposes only. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Any requests for a solicitation will not receive a response. Respondents will not be notified of the results of this market research. Veterans Integrated Service Network 23 (VISN23) which includes the states of Iowa, Minnesota, Nebraska, North Dakota, South Dakota and portions of Illinois, Kansas, Missouri, Wisconsin and Wyoming is seeking contractors that would be interested in participating in a Multiple Award Task Order Contracts (MATOC) via multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) for Construction. A map of VISN23 facilities is attached. A more detailed list of all VISN 23: VA Midwest Health Care Network facilities can be found at https://www.va.gov/directory/guide/region.asp?ID=1023. The proposed MATOC, IDIQ contract will consist of a base period of one (1) year and four (4) one-year options periods with individual VISN23 construction projects being competed among the MATOC holders for a task order award. Interested parties are advised that in accordance with the Veterans First Contracting Programs, Sections 502 and 503 of Public Law 109-461, the Veterans Benefits, Health Care, and Information Technology Act of 2006 as amended (38 U.S.C. 8127- 8128) the VA directs specific acquisition programs for small business concerns owned and controlled by service-disabled Veterans and those owned and controlled by Veterans. To be considered an SDVOSB, all eligible responding firms must be registered and verified with the Department of Veterans Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status and ownership and control sufficient to establish appropriate status. All SDVOSB or VOSB contractors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB/VOSB status if they have not already done so. Interested parties must be listed in the System for Award Management (SAM) with a North American Industrial Classification System (NAICS) Code of 236220 Commercial and Institutional Building Construction with a small business size standard of $36.5 million. Other NAICS Codes that may be considered as part of this market survey are any of the Subsector 237 Heavy and Civil Engineering Construction and/or Subsector 238 Specialty Trade Contractors. INSTRUCTIONS TO SOURCES FOR SUBMISSIONS: Interested sources are invited to respond to this announcement by using the form provided under separate file titled: Sources Sought Information Form. Submissions of Capability Statements and documentation other than the form is strongly discouraged as the form has all the information needed for preliminary planning purposes. Interested contractors shall submit the form or responses to Angie Mabley via email at angelique.mabley@va.gov. Responses are due no later than 10:00 a.m. (CST), March 28, 2018.
