- SOURCES SOUGHT SYNOPSIS This is a Sources Sought announcement to highlight the addition of Task Area 13 to the Support Base Services (SBS) requirement managed by MICC-FSH. We encourage small businesses in all socioeconomic categories including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns, to identify their capabilities regarding this requirement. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. All capability statements received are used as a market research tool to determine potential firms capable of providing the services described herein. It is also a tool to elicit feedback on the DRAFT Performance Work Statement (PWS). As such, feedback is encouraged and appreciated. Responses to this notice does not commit the U.S. Government to a contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry at www.fbo.gov. It is the responsibility of all potential offerors to monitor the Government-wide Point of Entry website for additional information pertaining to this requirement. BACKGROUND: The Installation Management Command (IMCOM) anticipates a continuing need for Support Base Services (SBS). IMCOM requires prime contractor(s) with the capability to manage various tasks at multiple locations simultaneously to support the requirements stated within the attached draft Performance Work Statement (PWS) and as identified, below. The awarded contractor(s) shall be capable of recruiting and providing a team of qualified personnel that will be able to handle mobilization, deployment, redeployment, and demobilization missions at various locations. Often these requirements are fluid, dynamic, vary by installation, have unexpected volumes, and can develop with little or no warning. The contractor must be able to respond to unexpected surge requirements with adequate numbers of qualified employees, even when the workload volume is at levels not seen before. The awarded contractor(s) shall provide SBS Garrison Augmentation Support Services to as many as twenty-six (26) installations throughout the Continental United States, Alaska, Hawaii and Puerto Rico. Services ordered through this requirement relieve the individual Garrisons by providing non-inherently governmental functions for any of the thirteen (13) functional Task Areas identified, below: Task Area Descriptions: Task Area 1 - Plans: Plan and schedule all required mobilization/demobilization and deployment/redeployment processing. Update garrison mobilization and deployment planning, and execution documents. Task Area 2 - Training: Augment garrisons with trained personnel to conduct mobilization and/or deployment training. Services will include preparing training schedules, coordinating all training resources, conducting weapons training and maintaining unit and individual training records, as required by the installation. Task Area 3 - Mobilization: Manage the mobilization, deployment, re-deployment and demobilization cycle. Track the validation and readiness status of all units, including the throughput of mobilizing/demobilizing Soldiers and units. Coordinate meetings for air, rail and bus movements on and off post, and facilitate unit deployment. Task Area 4 - Security: Provide a full range of Information Security and Industrial Security for the safeguarding of classified information, Personnel Security Clearance Management support and supporting Security Education, Training and Awareness programs (this task area does not include police or security guard duties). Task Area 5 - Human Resources: Provide Soldier Readiness Processing which includes in and out processing, reassignment, transition, and records management for mobilizing/demobilizing units and individual Soldiers. Manage personnel accountability by preparing and processing assignment, change of station orders and leave requests. Provide TRICARE briefings and support the processes for sourcing volunteer Reserve Component (RC) Soldiers for unit/individual mission vacancies. Task Area 6 - Finance: Provide Army civilian pay and military pay customer service, cashier service, debt management services, separations processing services and other finance services. Verify required finance documentation, correct errors if any and resolve omissions. Verify unit pay input, entitlements and W-4 information. Provide financial advice and briefings. Task Area 7 - Material Management and Supply: Assist with supply management for all classes of supply (except Class VIII) and services, to include warehouse services, supporting mobilization/deployment. Receive, record, and distribute equipment and parts to mobilizing units. Manage property records and requisitions, and provide Property Book Officer (PBO) support services. Task Area 8 - Support Services: Provide subsistence and laundry services. Coordinate the provisioning of Subsistence (Class I) to training ranges and other field training sites. Ensure all items required for the units to complete training are available and issued at the designated times. Task Area 9 - Movements: Coordinate on-post transportation requirements. Support freight and Soldier movements by air, rail, sea, and ground modes of transportation. Provide cargo loading and unloading services including, but not limited to rail, aircraft, and an intra-post transportation network and freight terminal operations to ship, receive, document, account and process all inbound and onward freight shipments to include assisting Soldiers in receipt, processing, and preparation of freight for shipment. Task Area 10 - Equipment Readiness and Maintenance: Operate repair facilities with trained personnel to perform: mobile maintenance; vehicle recovery; welding; small arms repair; light wheel, heavy wheel, and track vehicle maintenance; construction equipment repair; electrical repair; electronic repair; alternator repair; refrigeration repair; and Nuclear Biological and Chemical defense equipment repair services. Task Area 11 - Billeting and Facilities: Provide Garrison billeting and facilities services. Manage and maintain the facilities assigned to support mobilization, deployment, demobilization and installation field training to include Soldier quarters, dining facilities and common use buildings. Provide life support, custodial, grounds maintenance services and life cycle equipment replacements. Task Area 12 - Information Management: Plan, integrate, install, operate, maintain and provide supervision for multi-function/multi-use information processing systems, peripherals, and associated devices for workstations requiring Local Area Network connectivity and domain access. Provide Information Assurance through Public Key Infrastructure support, Risk Management/Accreditation/Certification services and network security services. Task Area 13: Rapid Mobilization Operation Support - Provide essential personnel, capable of performing any combination of the functions identified in Task Areas 1 -12 (above), at any of the locations identified within section 2.3.1.1 of the PWS within 30 calendar days. This task area shall only be utilized in response to supporting emergent mobilization requirements as a result of a Presidential Reserve Call-up, Partial or Full Mobilization of the Army Reserve and Army National Guard. Task Area 13 shall be used to provide an expedient, initial capability for supporting mobilization operations, planning and execution at any of the PWS designated locations activated as a Mobilization Force Generation Installation (MFGI). Task Area 13 is not subject to decentralized task order issuance. Authority to issue orders under Task Area 13 resides with the Procuring Contracting Officer, of the issuing office located at Mission and Installation Contracting Command (MICC) Center - Fort Sam Houston. Orders issued under Task Area 13 shall not exceed 7 months in its entirety, including any options. SUBMITTAL INFORMATION: Responses to this announcement must be received no later than 5:00PM CDT on 27 March 2018. Only electronic submissions will be accepted. Interested business concerns should provide a brief "capabilities statement" package (no page limit pages in length, single spaced, and 12 point font minimum) demonstrating its capabilities in reference to this requirement. A generic capability statement is not acceptable. No particular layout or format is mandated. It is preferred that your firm submits its response in Microsoft Word, Adobe Acrobat, or a combination of both and the document must be searchable. DO NOT SEND ZIPPED FILES as the Government's information network will remove all zipped files. If your firm must sends two or more emails in order to prevent exceeding the 9 MB restriction, please label each email with: "(Firm's Name) Information and Comments for W9124J18RSBS Email # 1 of 2, 2 of 2, etc." In response to this sources sought, provide a response to each of the following questions: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. If your company provided a response under a previous SBS SSS please type (Yes) and skip to question (4) four. If your company did not respond to a previous SSS provide a brief overview of your capabilities relating to the services described in the PWS. Inform the government on how your company will be able to increase your capabilities through teaming or subcontracting arrangements if you lack a capability. 3. Describe your company's experience and/or capabilities in dealing with a surge event (in any industry, at any time) that required a rapid increase in staffing with little or no advance notice. 4. Describe your company's experience and/or capabilities in expediting staffers as part of an initial contract start up and/or a shortened phase-in period. 5. Describe your company's experience and/or capabilities to rapidly respond to perform at multiple locations simultaneously, to include teaming and/or subcontracting. Describe any challenges associated with performance at multiple locations, simultaneously. 6. Describe your company's approach to leverage (influence) those in delivering the required services. Describe how they were leveraged to deliver the required services, within schedule, and at a reasonable cost. Describe any challenges your company experienced, and how they were overcome. 7. Briefly indicate whether or not your company has adequate financial resources to support multiple locations, simultaneously, if unexpected surge requirements occur? Please note: The Army is interested in maximum effective competition. If you feel any of the aspects listed in this announcement unreasonably restrict competition, please submit a Statement of Unreasonable Restrictions to Competition to the MICC Advocate for Competition, Scott Kukes, at: scott.d.kukes.civ@mail.mil.
