- This is not an official Request for Proposals. Please do not submit proposals in response to this notice. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC- APG), MD 21005 intends to issue a solicitation for The United States Army Evaluation Center (AEC) Survivability Evaluation Directorate (SVED) at Aberdeen Proving Ground, MD (APG). It will be a small business set-aside under NAICS code 541330 - Engineering Services with a size standard of $38.5 Million. The resulting contract is expected to be a (hybrid, Firm-Fixed Price labor and Cost type ODC CLIN) five year ordering period, Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract. The United States Army Evaluation Center (AEC), as a component of the Army Test and Evaluation Command (ATEC), exists to support Soldier and the Department of Defense (DoD) in defending our country and improving DoD's performance and accountability for the benefit of the American people. It is AEC's responsibility to provide the most effective, efficient, credible, and reliable system information. AEC conducts independent evaluations for all Army Acquisition Category (ACAT) systems, rapid acquisition systems, and systems undergoing experimental (demonstration) assessment. Specifically SVED supports the soldier with effective, suitable, and survivable evaluations of soldier and support systems. These efforts are conducted primarily at Aberdeen Proving Ground (APG), MD, but test and evaluation support is also provided at other Continental United States (CONUS) and outside CONUS (OCONUS) sites on a temporary basis. Contractor support is required for analytical support/assistance of survivability evaluations including, but not limited to: analysis planning and methodology; provide relevant input to live fire test and evaluation strategies, test and evaluation master plans, system evaluation plans, modeling and simulation (M&S) accreditation planning activities, emerging results briefs, OTA milestone assessment reports, OTA assessment reports, and OTA evaluation reports; preparation and review of other test and evaluation (T&E) documentation; on-site data reduction and analysis support during and after testing, including post-test damage assessments, Probability of Kill (Pk) analysis, comparisons of test data with M&S predictions; preparing survivability input to draft system assessment and evaluation documents. Contractors must be familiar with the system specific acquisition documentation, evaluation requirements, and DOD, ATEC regulations, pamphlets, instructions and guidance. This notice meets the synopsis posting requirements. The official release of the solicitation will be posted to the Federal Business Opportunities website located at https://www.fbo.gov/. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response.
