- SEE SOLICITATION W912CN-18-Q-0015. This is a solicitation requesting for quotation submitted no later than 2:00pm (Hawaiian Standard Time) on 12 April 2018, or earlier. 1) The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office (RCO) Hawaii has a requirement to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform recycling services as defined in this Performance Work Statement and provide recycling services applicable Federal, State, United States Army Garrison, Hawaii (USAG-HI) regulations and policies. 2) Background: This is a follow-on procurement for firm fixed price Contract Number W912CN-16-C-0001 awarded to Goodwill Contract Services Hawaii, Inc. This is an interim contract with only a 5-month base period, and a 6-month option period. Recycling materials collection services requirement herein will be combined with our Refuse collection services current projected to start 1 Jan 2019. 3) Contract Set aside: This action will be set aside 100% to Small Business. 4) Contract Type and Period of Performance: The Government intends to award a Firm Fixed Price (FFP) requirements contract with Period of Performance for a 5-month base 1 Aug 2018 to 31 Dec 2018 with one (1) 6-month option period 1 Jan 2019 - 30 Jun 2019. This acquisition will be solicited under National American Industry Classification system (NAICS) code 562111, Solid Waste Collection Services. The small business size standard is $38.5 million. 5) Interested Vendors are highly encourage to submit their quotation based on the following factors of award. See Attachment 3, Addendum to FAR 52.212-2 for details. Factor 1 - Technical Approach Subfactor A - Methodology Subfactor B - Work Management Factor 2 - Resources Subfactor A - Staffing Subfactor B - Equipment Factor 3 - Work Experience Factor 4 - Price 6) The Request for Quotation (RFQ) and any/all amendments will be posted and available for viewing and downloading on Federal Business Opportunities (FBO.gov). Upon release of the RFQ, potential vendors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or the associated documents no later than ten duty days after this solicitation release. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received. 7) No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation. 8) All prospective vendors shall be registered in the System for Award Management (SAM) to be eligible for award of a contract. Contractors shall ensure SAM registration is active. The official SAM website is https://www.sam.gov/portal/public/SAM/. 9) Site Visit is scheduled on 20 Mar 2018 at 10:00am (HST). The deadline for submission of questions is no later than ten business days after issuance of solicitation. Questions received after 4:00 p.m., HST on the tenth business day may not be answered.
