Description
Amendment 1 updates the proposal submission deadline to March 15, 2018 at 2:00 PM EST. This is a combined synopsis/solicitation to rent a venue for the 2018 EOIR (Department of Justice/Executive Office for Immigration Review) Legal Training Program that will be a Firm Fixed Price contract for audiovisual equipment and training/meeting space to be held within 50 miles of 5107 Leesburg Pike, Falls Church, Virginia. The contractor must be able to provide all requirements specified in the attached Statement of Work (SOW). Failing to meet the requirements in this RFQ will result in an incomplete quote that will not be accepted. The Government will evaluate proposals using best value tradeoff procedures. Evaluation factors have been attached to this solicitation. The training venue must be within 50 miles of 5107 Leesburg Pike, Falls Church, Virginia on the dates of June 10 through June 14, 2018 with check-in on June 10, 2018.The majority of attendees will check-out on June 14, 2018 the last day of training, and the remainder of attendees will likely check-out on the morning of June 15, 2018. Sleeping rooms are required from June 10 through June 15, 2018. Lodging accommodations are also to be included as part of this requirement; however, the reservations will be the responsibility of each attendee and will not be funded as a result of this solicitation. Interested vendors must be able to provide a training venue that accommodates up to 750 attendees. Vendors must be amenable to a site visit and provide a point of contact for coordinating such visit. To be eligible for award under this solicitation, the facility MUST be listed with an active status in the System for Award Management (www.sam.gov) and be FEMA approved and listed on the U.S. Firm Administration Hotel and Motel National Master List found at (www.usfa.fema.gov/hotel/search.cfm). The venue must provide lodging rates within the Government per diem rate for their location for June 2018. Please provide the cut-off date by which room reservations must be made to avoid paying for rooms not reserved for each date from June 10, 2018 through June 15, 2018. This requirement will be procured under FAR Subpart 12.602 as supplemented with additional information included in this notice. FAR Clauses 52.212-1 - Instructions to Offerors, 52.212-2 - Evaluation - Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-- Commercial Items are hereby incorporated by reference. VAAR 852.270-4 Commercial Advertising; All referenced FAR clauses may be copied at www.arnet.gov/far. Federal Regulations require that any venue space contracted shall comply with the American with Disabilities Act (ADA) requirements and the FEMA, Fire prevention and Control Guidelines. Any Commercial agreements are unacceptable as they require the Government's legal review, negotiations and approval and thus will cause undue administrative delay.
