Description
Solicitation for Environmental Assessments for the Nuclear Decommission of Nuclear Ship Savannah United States Department of Transportation/ Maritime Administration Environmental Assessments for the Nuclear Decommission of Nuclear Ship Savannah Solicitation Number: 693JF718R000010 (1) This solicitation is a Request for Proposal (RFP) and it is 100% set-aside for smallbusinesses. (2) The NAICS code for this procurement is 541620 and the Small Business Size Standard in dollars is $15 Million. (3) This Solicitation is expected to result in a Firm-fixed Price Contract. (4) The Period of Performance is 180 days from the date of contract award. (5)The Notice of Award will serve as the Notice to Proceed. The objective of this project is to prepare a revised/updated Environmental Assessment (EA) that identifies and assesses the potential environmental impacts associated with the decommissioning of the Nuclear Ship SAVANNAH (NSS). An EA was completed in 2008 using a general decommissioning framework and several nonspecific geographical alternatives (2008 EA). The 2008 EA analyzed environmental impacts from two alternatives for the decommissioning of the NSS: (1) decommissioning via the U.S. Nuclear Regulatory Commission's (NRC) "DECON" method; and (2) decommissioning via NRC's SAFSTOR method. The Finding of No Significant Impact (FONSI) issued at the time did not select a preferred alternative because MARAD had not yet submitted a decommissioning budget request. In December 2008, MARAD submitted a plan to the NRC to implement SAFSTOR; however, funding for that project was never appropriated and NSS was maintained in protective storage instead (no action). Under the provision of the Consolidated Appropriations Acts for 2017, $24M was appropriated to MARAD to begin decommissioning, based on implementing the DECON method. The purpose of the revised/updated EA is to analyze specific alternatives for completing the decommissioning work via DECON such that a preferred alternative may be selected and the DECON of the NSS may be implemented. Scope The design of the EA will evaluate the potential environmental risks associated with thedecommissioning of the NSS via DECON. The NS SAVANNAH is currently berthed in Baltimore, MD. Phase 1 of the decommissioning project includes pre-decommissioning planning, engineering, hazardous materials abatement, infrastructure preparation, and licensing actions. Phase 2 of the decommissioning includes the removal of all remaining systems, structures, and components related to the nuclear power plant and disposal of these items at licensed radioactive waste disposal facilities. Phase 3 of the decommissioning includes a final status and confirmation survey conducted by the NRC with license termination. This phase can take up to one year and can be conducted at an alternate location from the decommissioning site. For qualitative and quantitative analyses for the revised/updated EA, several assumptions have been made based on best available data and what MARAD foresees to be probable in the near future with regard to alternatives for the project. These include: 1. Decommissioning activities occurring solely on the vessel; 2. Decommissioning activities occurring solely in a land-based facility adjacent to the vessel; 3. Decommissioning activities occurring partially on the vessel and partially in a landbased facility as necessary; and 4. No action. The analyses must consider several possible combinations of decommissioning geographic location and radiological waste repository. The locations of commercial waste repositories are: Energy Solutions in Clive, UT or Barnwell, SC, and Waste Control Specialists in Andrews, TX. The ship's current layberth facility is in Baltimore, MD. DECON may be performed at the Baltimore layberth, or at other locations. The use of the Barnwell repository can only be considered in conjunction with DECON performed within the state of South Carolina. MARADwill provide site criteria and guidance on port complexes to be analyzed, which may include the following locations: Baltimore MD, Jacksonville FL, Charleston SC, Philadelphia PA, Savannah GA, and New London CT. The NSS is a National Historic Landmark, and the NEPA decommissioning action will be subject to a separate and independent National Historic Preservation Act consultation effort as an undertaking. At the onset of the project, the contractor shall identify specific stakeholders, including local elected and appointed officials, business and property owners, homeowner association representatives, and any special interest and advocacy group representatives. The contractor shall establish a stakeholder base contact list for use in development of the EA. EA Document The EA shall comply with all Department of Transportation (DOT) and MARAD NEPA policy guidelines. It is the contractor's responsibility to become familiar with DOT and MARAD NEPA policy guidelines. As necessary, the contractor shall conduct environmental resource studies on the range of environmental concerns required for NEPA compliance. These studies shall include performing environmental analysis, determining environmental impacts, and mitigation as required by law, preparing environmental technical resource reports, and other reports for use in the environmental document; and developing background information for completing permit applications. The documentation and work products developed in response to this task shall satisfy the NEPA, and other applicable federal, state, and local government regulations. The scope of activities to be analyzed in the EA is bounded by the decommissioning process defined by the NRC, and by MARAD's 2008 Post Shutdown Decommissioning Activities Report (PSDAR), Rev 1. The EA shall include but is not limited to the following: 1. Purpose and need for the proposed action; 2. Providing environmental scoping to determine: Context and intensity of proposed action, Applicable environmental regulations, and Potential controversy overall complexity; 3. Alternatives for the proposed action; 4. Evaluation of the affected environment for the proposed action and alternatives; and 5. Environmental consequences and cumulative impacts of the proposed action and alternatives. The contractor shall include a brief summary of any alternatives that were generated and dismissed or not carried forward during the analysis. Where the contractor has determined that a particular resource (or multiple resources) does not require additional analysis, the contractor shall include a list of the resources and a brief summary as to why they were removed from further consideration for analysis. The contractor shall endeavor to provide concise content within the EA. Deliverables The contractor shall be responsible for: 1) Attending a post award orientation conference, as arranged by the contracting officer, at either the Maritime Administration headquarters or on the NS SAVANNAH to review the requirements of the statement of work. The meeting will be within 2 weeks of award of the contract. 2) Submitting a draft EA for internal Maritime Administration review within 60 days of the post-award orientation meeting; 3) Submitting applicable NEPA supplementary documents that may include permits and consultations, when available and within 45 days; 4) Preparing documents for publishing and delivering copies for public review at local libraries, if necessary, within 90 days; 5) Preparing documents for publishing Notices of Availability in local media and the Federal Register, if a public availability period is necessary; 6) Arranging for publication of Notices of Availability in local media, if necessary; 7) Keeping the Maritime Administration apprised of its progress and findings, on a weekly basis; 8) Completing monthly summaries of progress; 9) Collection and analysis of all data necessary for the satisfactory completion of the requirements of this contract; 10) Participation in one or more public meetings, as necessary; 11) Incorporating public comments, developing a comment matrix, and revising the Draft EA, as necessary for finalization of document; 12) Preparing a draft FONSI or Notice of Intent (NOI) to prepare an environmental impact statement, as appropriate; and 13) Establishing and maintaining a complete Administrative Record. Timeframe The contractor shall submit a draft EA to the Maritime Administration within 60 days from the date of the post-award orientation meeting. The Maritime Administration will review the document and provide comments after receipt of the document. The contractor will notify the COTR of scheduling dates to remain on track with the proposed completion of the EA. Depending upon results in the draft EA, the document may be made available to the public for a 30 day review period. Although unlikely, should a public review period not be necessary, the contractor will submit a draft final EA and FONSI/NOI to the Maritime Administration within 2 weeks of receipt of Agency comments. The Maritime Administration will then make a determination whether to finalize the document. The contractor will be responsible for advertising the availability of the draft EA and providing a copy of the document to the local library. The contractor must deliver a draft final EA and FONSI/NOI to the Maritime Administration within two weeks from the close of the public availability period. Upon receipt of the draft final EA, the Maritime Administration will make a determination to finalize the document.
