- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue a Request for Proposals (RFP) number N00024-18-R-2323 to Lockheed Martin - Mission Systems and Training (LM), 2323 Eastern Boulevard, Baltimore, Maryland 21220, and Austal USA (Austal), 1 Dunlap Drive, Mobile, Alabama 33610, for the construction of 3 Littoral Combat Ships (LCS) in Fiscal Years FY 2018 (2) - 2019 (1), with options for additional ships, if appropriated by Congress. It is anticipated that these requirements will be incorporated by modification into the existing Austal and LM FY17 LCS construction contracts, N00024-17-C-2301 and N00024-18-C-2300, respectively. The Austal LCS Team is comprised of Austal and General Dynamics Mission Systems (GDMS). The LM LCS Team is comprised of LM and Fincantieri Marinette Marine (FMM). Austal and LM's subcontractor, FMM, are the only two shipyards with the current capability to build LCS Class Ships. Additionally, the Austal and LM LCS Teams are the only sources with requisite knowledge of LCS design, construction, and systems to efficiently and effectively construct these ships within the required construction period. Award to any other contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Navy's requirements. The contracts will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(3), Federal Acquisition Regulation (FAR) 6.302-3 (Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services). The LCS Class contracting actions are required in order to maintain the viability and availability of both shipbuilders' workforces and production facilities in the LCS and small surface combatant shipbuilding industrial base. Companies interested in subcontracting opportunities should contact Austal and LM directly. Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not an RFP or a promise to issue an RFP, and this information is subject to modification and in no way binds the Government to award a contract.
