Description
This is revision to Sources Sought Announcement M00264-18- RFI- 0400, changing the NAICS code. CONTRACTING OFFICE ADDRESS: Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR-RCO) Quantico, Virginia. INTRODUCTION: The Marine Corps Information Operations Center (MCIOC) is seeking information for potential sources for Information Operations Diversified Analytical Services (IODAS). This SOURCES SOUGHT is to conduct market research for this requirement. The NAICS Code is 541330, with a size standard of $15 million dollars and will only accept responses to the aforementioned NAICS Code. This sources sought is to determine the availability and technical capability of all sources (including Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide Analytical Services for MCIOC. In addition, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. CONTRACT/PROGRAM BACKGROUND: Contract Number: GS00Q14OADU108, Task Order# GSQ0015AJ0047 Contract Type: Cost Plus Award Fee Incumbent and their size: Booz Allen Hamilton (BAH), Large Business Method of previous acquisition: Full and Open competition, GSA OASIS Place of Performance: Marine Corps Base Quantico, VA REQUIRED CAPABILITIES: The objective of the Information Operations Diversified Analytical Services (IODAS) acquisition is to obtain comprehensive technical, analytical and operational support services required for execution of Marine Corps Information Operations Center (MCIOC) mission essential tasks. This work supports USMC Operational Forces, Information Operations (IO) advocates and IO proponents and encompasses disciplines of IO development and integration, signature management, IO analysis, operational security, program management, and intelligence technical support functions. The Government requires qualified personnel to execute support services in accordance with each task description. Qualified personnel shall possess and maintain: specified security clearance, skill sets, experience, applicable professional certifications and training. Brief Task Descriptions Include: Interested parties shall provide information in response to this Sources Sought that demonstrates their ability to perform the following: •a) Program Management Support - The Program Manager (PM) shall oversee performance of assigned contractor staff to ensure compliance with government requirements, accuracy and completeness of work, and on-time delivery of required products and reports. The PM shall coordinate and conduct quarterly In Process Reviews (IPRs) with Government personnel. The PM shall also support Information Operations Planning activities, monitor Department of the Navy Tracker (DON Tracker) and support development of submissions to the Marine Corps Lessons Learned Center. •b) Information Related Capability Development Support - Requires Subject Matter Expert proficiency, use and application of the following capabilities, systems and processes: the Operations Security (OPSEC) and Military Deception (MILDEC) planning processes, Marine Corps Expeditionary Force Development System, Joint Capabilities Integration and Development System (JCIDS, Integrated Joint Special Technical Operations (IJSTO), Signature Management and the Defense Acquisition System. Requires interface and coordination with external organizations such as the Marine Corps Combat Development Command (MCCDC) and Marine Corps Systems Command (MARCORSYSCOM). •c) Web Design and Maintenance - Develop/test web-based portals hosted by the Marine Corps Enterprise across Non-Classified Internet Protocol Router (NIPR), Secure Internet Protocol Router (SIPR), and Joint Worldwide Intelligence Communications System (JWICS) security domains. Qualified personnel shall meet certification requirements as an Information Assurance Technician (IAT) Level I, as set forth in DOD 8140. •d) Systems Administration - Design, installation, testing and sustainment of MCIOC communication nodes, automated systems, and associated equipment with minimal certification at Information Assurance Technician (IAT) Level II as set forth in DOD Instruction 8140. (Microsoft Certified Information Technology Professional). •e) Intelligence Analysis & IO Support - Support includes Information Operations Intelligence Integration (IOII) relative to political, economic, social, cultural, physical, geographic, technical, or military issues in specific foreign countries. Task activities require a working knowledge of multiple information environment(s) and the significance of regional conditions and trends in support of MCIOC day-to-day operations and Military Information Support Operations (MISO) planning and execution. •f) Social Sciences and Cultural Analysis - Coordinate and integrate social science, academic, and cultural capabilities across MCIOC efforts in support of globally deployed MAGTFs. Accurate, comprehensive and timely social science support through doctrine development, training and education, research, and community collaboration is required. •g) MAGTF IO Planning Support - Assist in developing and establishing the ability to conduct IO planning in support of deployed teams, MAGTFs and to other organizations as needed. Conduct responsive IO analysis, planning and targeting support to augment designated commands during training, exercises, and deployments. Requires proficiency using various processes (e.g. Joint Operation Planning and Execution System (JOPES) and Marine Corps Planning Process (MCPP) to conduct planning. Planning support focus is by region depending on situational needs of the Government including internal exercises such as the Command's Combined Unit Exercise in classroom and field environments, and reach-back support to deployed IO Planning Teams (IOPT) and Expeditionary MISO Detachments (EMD). •h) MILDEC Planning Support - Requires Military Deception (MILDEC) subject matter expert planning support services including developing and gaining approval for MILDEC plans; MILDEC policy review and development; and integrating MILDEC as a critical Information Related Capability (IRC) that supports larger Information Operations (IO) plans and programs. Work requires expert knowledge and understanding of the IO planning, JOPES, MILDEC, OSPEC and training/certification processes. Requires analysis of MAGTF component plans to operational plans (OPLANS) and contingency plans (CONPLANs) for opportunities to integrate MILDEC efforts. •i) Manpower Planning Assistance - Addresses all facets of the Marine Corps Manpower Management system (MMS) and associated processes to include coordination with the Marine Corps Manpower Officer Assignments (MMOA), Marine Corps Manpower Enlisted Assignments (MMEA), and Total Force Structure Division (TFSD). •j) IO Doctrine Support - Requires continuous liaison with appropriate IO activities, DOD service schools, higher headquarters, and other civilian agencies of Government to ensure accuracy and consistency of IO doctrine. This task requires expertise related to Military Deception (MILDEC); Operational Security (OPSEC); the Marine Corps Action Tracking System (MCATS) and the Marine Corps Center for Lessons Learned (MCCLL). This includes processes to collect, catalogue, archive operational lessons learned, and coordinate with HQMC PP&O/PL and Marine Corps Combat Development Command (MCCDC) Capabilities Development Directorate (CDD) for effective execution of doctrine support. •k) Operational Security Support - Provide expertise and assistance relating to OPSEC, as well as technical, intelligence, operational, analytical, and program management advisory and assistance service support for the Marine OPSEC Support Team (MOST) mission. The Contractor shall be familiar with MCO 3070.2A, the Marine Corps OPSEC Program and have hands-on working knowledge of associated Marine Corps, Joint, DOD and coalition OPSEC doctrine and processes. •l) Training and Exercise Support - Requires Subject M atter E x p e r t ( SM E ) to i n te g r ate I n f or m ati o n R elat e d C a p a b ili t ies (I RCs ) i n to M ar i n e C orp s trai n i n g a n d e x e r cise s. T h is i n cl u d es d e v el op m e n t, r e v iew a n d u pd ate o f a bro ad r a ng e o f trai n i n g a n d e x e r cise m ate r ials r ele v a n t t o e lect ro n ic w a r f a r e, op e r ati o n s s e c u r it y, m ili t a r y i n f or m ati o n su ppor t op e r ati o ns, m ili t a r y d e c e p ti o n, c y b e r s p a c e op e r ati o ns, ci v il m ili t a r y op e r ati o ns, p u b lic a f f a ir s, a n d o t h er i n f or m ati o n r elat e d c ap a b ili t ies. Sample activities include utilizing the Joint Event Life Cycle (JELC) and Systems Approach to Training (SAT) to integrate USMC IO during training of MCIOC and other unit military personnel IO and development of MISO Master Scenario Events Lists to support MAGTF Training events up to MEF level. •m) Marine Corp Task List Analysis - Plan and incorporate IO and MISO requirements into the Marine Corps Task List (MCTL), unit Mission Essential Task Lists (METL), and the Training & Readiness (T&R) continuum. The contractor shall support integration of these fundamental documents into formal school Programs of Instruction and exercise Master Scenario Events Lists (MSELs). Sample activities require identification of IO and MISO gaps within the MCTL and METLs of various Marine Corps entities while ensuring a comprehensive DOTMLPF approach to the integration of requirements. •n) Linguist/Cultural Analysis Support - Language-related services including translation, transcription, interpretation, and monitoring capabilities in support of intelligence collection, and other operational missions. Task performance requires high-level language abilities to include CAT III proficiency, meeting the minimum criteria of Interagency Language Roundtable (ILR) Level 3 and proficiency in Web 2.0 and open source research. Requires experience in diplomatic and military arenas and global intelligences services. •o) Signature Management Collections Support - Requires collections management support to a Marine Corps Service level own-force monitoring operations to enable understanding and management of MAGTF physical and technical signatures. This task requires working knowledge of service and joint geospatial and signals intelligence collection tasking mechanisms, and the service Departmental Requirements Office (DRO) processes. •p) Network Engineering Support - Certified to a minimum of Information Assurance Technician (IAT) Level II as set forth in DOD Instruction 8570.01M. (Microsoft Certified Information Technology Professional Server Administrator and CISCO certified network professional, or Extreme Networks Professional certification). SPECIAL REQUIREMENTS Interested parties must possess a current Top Secret (TS) Facility Clearance. Employees are required to be U.S. citizens and must possess at minimum, a current Single Scope Background Investigation (SSBI) and TS clearance with SCI eligibility. Personnel not cleared in accordance with these requirements will not have access to the designated Government facilities and cannot perform work in support of this effort. The Government will not afford facility access to Contractors with interim clearances, pending background investigations, or other clearance adjudication issues. SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code and DUNS 5) Contract vehicles that would be available to the Government for the procurement of this service, (i.e. ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, Federal Supply Schedules (FSS) etc.) and any task order/delivery order numbers as well as SIN numbers associated with aforementioned vehicles. 6) Facility Clearance status Vendors who wish to respond to this sources sought should send responses via email NLT March 19, 2018 10:00 AM Eastern Daylight Time (EDT) to dayna.myers@usmc.mil and Jamie.dufrene@usmc.mil. Interested parties should submit a brief capabilities statement (no more than 15 pages) Demonstrating their capability to perform the services cited within the required capabilities portion of this document. No questions will be entertained with regards to this Request for Information. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
