- This is a notification that the Missile Defense Agency (MDA) Aegis Ballistic Missile Defense (BMD) Guided Missile program office intends to issue a request for proposal, negotiate, and award a sole source contract modification to Raytheon Missile Systems (RMS) under the authority of 10 United States Code 2304(c)(1)(B), as implemented by Federal Acquisition Regulation 6.302-1, titled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". RMS has been the prime contractor for the All-Up Round Design for all Standard Missile variants since 1966. No other contractor has the facilities, data rights, integration capability, and organized supply change to meet current schedule requirements. Under DFARS 206.302-1(a)(2)(1)(iii)(3) this requirements authority is "related to improvement of equipment that is in development or production." The current contract period of performance expires on September 30, 2021, if all option periods are exercised. The purpose of this modification is to establish a new contract line item (CLIN) to perform and execute the SM-3 Block IB Service Life Evaluation Program (SLEP) requirement. RMS has a past performance record based on the successful SM-3 Block IA SLEP effort previously awarded as a sole source award to RMS in March 2012 and completed in 2016. This effort is intended to perform studies that will test and analyze life-limited components with a goal of verifying that the SM-3 Block IB missile can be fielded for 16 years or more. This effort shall be performed with a single contractor to streamline efficiency and minimize contract management burden. As this effort must be completed prior to expiration of the first missile under evaluation (FY22), the Government, to date, has not identified any other contractor has the available infrastructure to meet mission needs without duplicative costs and still meet schedule requirements. Earlier award will result in higher retention of high-value SM-3's (approximately 20 assets per year). This notice of intent is not a request for competitive proposals. MDA invites any other contractor that reasonably believes it can perform as a single integrator for the entire Service Life Evaluation Program without incurring duplication of costs, and without experience delays, to provide a capability statement electronically to Eric Christiansen, Contracts Specialist at eric.christiansen@mda.mil. Response to this notice must be submitted no later than 11:59pm Eastern Time, 15 calendar days after the date of this announcement. The government will not reimburse any costs associated to submitting a response to this notice. A determination by the government not to compete this proposed contract modification, based on responses to this notice, is solely within the discretion of the government.
