This request is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses, Service Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 511210. The Department of Veteran s Affairs is seeking small business manufacturer or distributors of small business manufacturers, of functionally equivalent equipment to all the following: 1. Items Needed: BedMasterEx for VistA Data Acquisition and Integration Software (Quantity) (Part Number) (Description) (10) (BM-9000-001) (BedMasterEx for VistA High Acuity Data Acquisition Licence (HADAL) (includes the following: One (1) High Acuity DAL required per bedside patient monitor, Concurrent acquisition of vital signs, waveforms, and alarms from GE Healthcare or Philips Healthcare patient monitors, determined by the number of licenses, Ten (10) High Acuity DAL minimum required and DSS integration software license for VistA / VistA Imaging integration) (5) (BM-9200-001) (BedMsterEx for VistA Client Application License (CAL) (includes the following: One (1) CAL per concurrent viewer, Supports the remote viewing of patient data from the BedMasterEx for VistA server, All acquired patient tabular vital signs, streaming clinical waveforms, and patient alarms are viewable and cardiac reports are generated from the BedMasterEx client application, Client application can be deployed and is compatible with any Windows PC or Citrix client with granted access to the BedMasterEx server, One (1) CAL minimum required) (3) (BM-7001-001) (BedMasterEx / Alarm Analytics / Digital Cardiac Report / Cardiac Monitor Reporting Module End User Training and Go-Live Support) (includes the following: In addition to sales representative support, Priced per person / per day, Can be utilized for Train the Trainer, Can be utilized for Super User Training, Includes three (3) training classes over eight (8) (1) (SSA-1100-001) (Six (6) Month Software Support Extension) (Includes the following: 24 hours per day x 7 days per week x 365 days per year VPN system support, Support (Clinical / Technical), System maintenance, Software updates, Software upgrades, Annual system validation, Applicable after warranty) (4) (SSA-1000-001) (One (1) Year Annual Software Support Agreement) (Includes the following: 24 hours per day x 7 days per week x 365 days per year VPN system support, Support (Clinical / Technical), System maintenance, Software updates, Software upgrades, Annual system validation, Applicable after warranty) 2. Contract Title BedMasterEx for VistA at Iron Mountain VAMC 3. Background The Oscar G. Johnson VA Medical Center, located in Iron Mountain, Michigan has a need to partner with the Milwaukee, WI VAMC Cardiology Department. That need requires The Oscar G. Johnson VA Medical Center to have a proven, reliable means in which to access to our patients ECG waveforms for interpretation, investigation, and clinical direction on a long-term basis. The requirement is for The Oscar G. Johnson to have installation of the BedMaster Ex software, which is the same software that Milwaukee is currently using. This successful install will allow the interaction of information between both locations, thereby facilitating better VA healthcare for Our Nations Veterans. BedMasterEx is currently in use at Milwaukee as existing technology; the requirement is for Milwaukee to expand their Cardiology service to the Iron Mountain campus. 4. Scope Provide a base + 4 option year contract at the Oscar G. Johnson VAMC in Iron Mountain, MI. The base year is to acquire, install, configure, and train on the BedMasterEx software application. The 4 option years are to capture the recurring annual software support agreement requirements. We will require the Contractor to furnish and install a software platform to record, display, archive, and export near-real time physiologic monitoring information using the BedMasterEx for VistA system. Each phase of the project must be coordinated with the Primary COR and will be discussed in detail with the successful Contractor during the pre-work orientation. The Contractor shall be responsible to provide all services associated with the furnishing, installation, and integration of this software with VA existing systems defined herein. Contractor shall provide the most efficient means of optimizing training, system maintenance, and data exchange. The Contractor must also be able to provide the required interfaces as further defined herein for a complete turn-key project. The BedMasterEx for VistA Data Acquisition System ( BedMasterEx ) supports the automatic acquisition, display, remote view and long-term on-line electronic storage of all patient vital signs, all streaming clinical waveforms, all patient alarm data and the operational statistics of the patient monitors. It is also capable of interfacing with the DSS Integration Framework for delivery of data to and from VistA/CPRS and VistA Imaging. 5. Specific Tasks 5.1 Task 1 Provide BedMasterEx Software Licensing 5.1.1 Subtask 1 BedMasterEx for VistA High Acuity Data Acquisition License Provide ten (10) high acuity data acquisition licenses / one (1) per patient monitor Concurrent acquisition of vital signs, waveforms, and alarms from the GE Healthcare patient monitoring system DSS integration software license for VistA / VistA Imaging integration Provide initial six (6) months warranty of software support for the data acquisition server software upon go-live Install, configure, test data acquisition software within ninety (90) days of award at Milwaukee/Iron Mountain 5.1.2 Subtask 2 BedMasterEx for VistA Client Application License Provide five (5) client application licenses Supports the remote viewing of patient data from the BedMasterEx for VistA server All acquired patient tabular vital signs, streaming clinical waveforms, and patient alarms are viewable and cardiac reports are generated from the BedmasterEx client application Client application can be deployed and is compatible with any networked VA OI&T Windows PC Provide initial six (6) months warranty of software support for the client application software upon go-live Install, configure, test client application software within ninety (90) days of award at Milwaukee/Iron Mountain Task 2 Provide Onsite Training / Go-Live Support Subtask 1 Provide onsite go-live support and training Provide onsite go-live support and training within ninety (90) days of award and in conjunction with software installation/configuration/testing at Milwaukee/Iron Mountain campuses for: BedMasterEx / Alarm Analytics Digital Cardiac Report / Cardiac Monitor Reporting Module Three (3) training sessions in any of the following combinations: End user training / train the trainer training Super user / first call technical support training Task 3 Provide Software Support 5.3.1 Subtask 1 Six (6) month software support extension Provide additional 6 months of software support for the data acquisition software and the client application software Coverage to seamlessly begin immediately upon initial six (6) month software warranty expiration Coverage available 24 hours per day / 7 days per week / 365 days per year Remote software installation and maintenance Support (Clinical & Technical) System maintenance Software updates Software upgrades Annual system validation 5.4 Task 4 Provide Software Support Four (4) Option Years 5.4.1 Subtask 1 Provide annual software support Provide annual software support for the data acquisition software and the client application software Coverage available 24 hours per day / 7 days per week / 365 days per year Remote software installation and maintenance Support (Clinical & Technical) System maintenance Software updates Software upgrades Annual system validation 5.5 Task 5 General Information 5.5.1 Subtask 1 Hours of Operation a. Normal hours of operation are Monday through Friday from 8:00 am to 4:30 pm, excluding national holidays. All onsite service/repairs will be performed during normal hours. b. Federal Holidays observed by the VAMC are: New Years' Day Labor Day Martin Luther King Day Columbus Day Presidents' Day Veterans' Day Memorial Day Thanksgiving Day Independence Day Christmas Day 5.5.2 Subtask 2 Costs Any charges for travel, lodging, services, manuals, tools, software, or licenses are included within this contract, and it s agreed upon price, unless specifically stated in writing to the Contracting Officer. 5.5.3 Subtask 3 Protocol The Contractor shall physically sign into (and out of) the facility and obtain a visitor s badge upon every visit. Contractor shall physically check in and out with the COR or designee while on campus. 6. Performance Monitoring The COR shall monitor the performance of this contract. This shall be accomplished by monitoring the 90 day base installation schedule in conjunction with option year system uptime and support thereafter. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) The Government shall supply the server and client PCs. 8. Contractor shall provide onsite go-live support and training within ninety (90) days of award and in conjunction with the software installation/configuration/testing at the Milwaukee / Iron Mountain VAMC campuses. Contractor shall expediently resolve all technical and training issues before go-live. Contractor shall provide permanent administrative access to Biomedical Engineering staff to all software applications before go-live. 11. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement.
