Description
National Institute of Standards and Technology (NIST) Acquisition Management Division Sources Sought for Commercial Item Purchase The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing one (1) CO2 laser splicer with the following capability: • CO2 laser heat source • Simple interface. Compatibility with existing FPS (fiber processing software) used for FSM-100P splicer. • Manufacturer with a solid history of high performance splicers and ongoing support. • Capability of fully automated splicing of single mode and polarization maintaining fibers with less than 0.03 dB splice loss. Splicer should have built-in V-grooves for ease of alignment and should automatically orient the fibers before splicing. • Endview and sideview alignment options for PM fiber splicing • Polarization cross talk for standard PANDA PMF fiber splices of -40 dB(0.6 deg) or better. • Ability to splice components with short lead lengths, preferably < 10 cm. • Capability of splicing other fibers such as multi-mode fibers, erbium doped fibers, large diameter fibers (up to 2.3 mm) and Fluoride fibers. • Splicing times of less than 20 seconds for standard splices • Display to monitor splice progression and provide data on splice quality. • Ability to program splicer for specialty work such as tapers or lenses • Ability to splice fiber endcaps up to 2 mm • No reliance filaments, electrodes or compressed air This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this sources sought is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum (see Technical Specifications above), NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 334513 with a size standard of 750 employees. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters mentioned above, that are capable of providing the product identified. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to five (5) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 1p.m. MST Monday, April 10, 2018. The capability statement shall identify the business status of the organization. Only electronic responses will be accepted. Faxes and mail will not be accepted.
