Any type of for-profit, not-for-profit, educational, or faith-based institution may submit offers for this contract. The program will achieve these goals by increasing productivity and productive capacity; building capacity to add value through processing, storage, and other techniques to meet international standards and certifications; strengthening linkages within agricultural value chains as well as to new markets; strengthening the capacity of cooperatives, extension and other service providers, associations, and other relevant organizations.
