Description
The Defense Logistics Agency (DLA) - Energy - FESBB will be issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) fuel storage services within the Greater Los Angeles Basin, California area. The required services are for receiving storing, protecting, and shipping two grades of Aviation Turbine Fuel, commercial grade Jet A and military grade JP-5. Receipt Requirements - Receipt via tanker/barge and commercial/refinery pipeline system is required. Shipping Requirements - Shipping via the Santa Fe Pacific Pipeline (SFPP) and tank truck is required. Storage requirements include adequate fill capacity for two grades of aviation turbine fuel; commercial grade Jet A and military grade JP-5. Commercial grade Jet A storage requirements include 300,000 barrels of fill capacity with a minimum of two tanks interconnected, and isolated from other facilities and products handled within the storage facility. Contractor must be capable of performing fuel additive injections during shipping. Military grade JP-5 storage requirements include 300,000 barrels of fill capacity with a minimum of two tanks interconnected, and isolated from other facilities and products handled within the storage facility. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates awarding a firm fixed-price contract. The period of performance is October 10, 2018 through October 09, 2022, with one, 5-year option will follow the period of performance in accordance with (IAW) FAR 52.217-9. Additionally, one six-month option not to exceed six months IAW FAR 52.217-8, will be included. The procurement will be full and open competition. The solicitation is scheduled to be issued on or about April 10, 2018 and the Request for Proposal (RFP) closing about 45 days later. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). This is not a RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
