- NASA/Goddard Space Flight Center (GSFC) has a requirement for the Gridded Ion Distribution Sensor (GRIDS). NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to Utah State University (USU) to support the petitSat mission by utilizing the GRidded Ion Drift Sensor (GRIDS) to measure the thermal ion distribution, including motion relative to the spacecraft, of the ionospheric plasma at the location of the sensor. Dr. Jeffrey Klenzing, Principal Investigator at the NASA/GSFC, in partnership with USU, submitted a proposal entitled: "Plasma Enhancements in The Ionosphere-Thermosphere Satellite (petitSat) to the NASA Research Announcement (NRA) NNH16ZDA001N-HTIDS Research Opportunities in Space and Earth Sciences (ROSES-2016), Heliophysics Technology and Instrument Development for Science program. On December 7, 2016, NASA Headquarters selected this proposal to provide support to NASA. USU shall support the design, build, and deliver a flight version of the GRidded Ion Drift Sensor (GRIDS) instrument. The estimated period of performance is 18 months. USU is the only organization qualified to perform the subject requirement for the following reasons: (a) USU has unique historical knowledge, expertise, and experience with measurements of plasma density and plasma motion. The GRIDS instrument is an adaptation of sensors designed for previous nano-satellite missions. USU contributed to the original competed petitSat proposal. (b) USU has a long-term collaboration with GSFC in the development and execution of petitSat procedures and test. Since the investment cannot be easily replicated in a timely or cost effect manner, continuing this collaboration in the calibration and certification activity is critical to achieving the project goals. (c) The USU GRIDS instrument is the only instrument of its kind with flight heritage that can interface with the petitSat nano-satellite. The heritage instrument was developed for the NSF Lower Atmosphere/ Ionosphere Coupling Experiment (LAICE) CubeSat mission to be launched prior to petitSat. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 26, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
