Page 2 of 2 Notice Type: Special Notice Synopsis: The Southeast Louisiana Veterans Healthcare System (SLVHCS) intends to award a sole-source firm fixed price contract to ALCON Laboratories, Inc. (DUNS 008018525), 6201 South Freeway, Fort Worth, TX 76134-2001 for the following services: maintenance/service for ALCON Laboratories, Inc. (brand) Constellation and Infiniti Vision System equipment. The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated cost of this contract is $118,597.00. The North American Industry Classification System (NAICS) code is 811219 with a size standard of $20.5 million for this procurement. The expected award date for this contract is on or about April 1st, 2018. The proposed contract is to initiate a new service agreement/contract for the ALCON Laboratories Constellation and Infiniti Vision System equipment that are currently being used in the facility. The proposed service agreement/contract would cover all necessary scheduled and unscheduled maintenance services that are required on the equipment. Service/Maintenance agreements covered under the standard warranty (that coincided with the initial purchase of the equipment) are now expired. This equipment has been identified as being critical and essential to surgery operations in the facility (which supports over 70,000 veterans). The Surgery Department at Southeast Louisiana Veterans Healthcare System (SLVHCS) is currently using ALCON Laboratories, Inc. (brand) Constellation and Infiniti Vision System equipment for surgery operations in the facility. ALCON Laboratories, Inc. is the only authorized service provider that performs the required maintenance services on the equipment. The equipment listed below (and currently being used in the facility) is a proprietary system that is only serviced by the manufacturer (ALCON Laboratories, Inc.). (ALCON Laboratories) Centurion Vision System Serial Number: 1603949501X (ALCON Laboratories) Centurion Vision System Serial Number: 1603942501X (ALCON Laboratories) Constellation LXT System Serial Number: 1003357001X The required maintenance services include (but are not necessarily limited to) the following: Scheduled Maintenance Services Unscheduled Maintenance Services Parts OEM Software Updates Mandatory Safety Corrections Response Time Mobile Media Scanning Reports/Documentation Third party contractors, non-manufacturers, and alternate distributors/suppliers are not permitted to perform services on ALCON Laboratories, Inc. (brand) equipment. (Services performed by non-ALCON Laboratories, Inc. technicians would void warranties or other associated agreements that are already in place on this equipment). This notice is not a request for Expressions of Interest (EOI), proposals, or quotations and no solicitation will be issued. The government does not anticipate receiving responses to this notice however contractors who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. Responses shall be received no later than 7 calendar days after the posting of this notice and shall be submitted via e-mail only to C. Robert Oravetz, Contract Specialist, christopher.oravetz@va.gov. Late responses shall not be considered. No telephone inquiries will be accepted and phone calls will not be returned. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement (based on the responses received to this notice) is solely within the discretion of the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
