THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY: THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY TO BE USED FOR ACQUISITION PLANNING PURPOSES. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. Agency: Washington Headquarters Services (WHS), Acquisition Directorate (AD) Title: Job Order Contract (JOC) to support the Facilities Services Directorate (FSD) of the Washington Headquarter Services Location: Pentagon and Pentagon Reservation, Washington, DC and other locations in the National Captiol Region. Overview: WHS/AD intends to solicit and award a Job Order Contract (JOC) and the proposed project will be competitive, firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) contract. The contract period of performance is for a one year base period and four one (1) year option periods procured in accordance with FAR 15, Contracting by Negotiation. The type of set-aside will depend upon the capability responses received from this source sought notice. The purpose of this sources sought notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUB-Zone, SDVOSB, WOSB businesses are highly encouraged to participate. Requirement: The Government is seeking qualified, experienced sources capable of performing multiple task orders simultaneously for minor repair, maintenance, alteration and/or construction of real property facilities. The type of projects to be included under this JOC: • Tenant space renovations and build-outs to include architectural, painting, electrical, mechanical, and plumbing systems • Renovation of commercial and industrial buildings; • Sustainment, restoration and modernization of existing facilities and infrastructures; • Roofing systems installation and/or modernization; • Exterior work, to include asphalt paving, concrete and limestone installation or repair. Include your firm's capability to execute construction comparable work performed within the past 5 years. The primary objective of this JOC is to expedite the delivery of projects by a Contractor and shorten the acquisition cycle. The contractor shall provide all management, labor, material, equipment, transportation, and supervision to accomplish various design-build/bid-build construction services at the Pentagon and Pentagon Reservation. Things to expect in this contract: The Contractor will be required to maintain a management office at the Pentagon for the duration of the Contract. Contractor office space will be allocated by the Government upon award of the Contract. There will be a full-time Project Manager on-site for the duration of the Contract term. The Contractor will be required to retain the services of a Lead Architect-Engineering (A-E) Design Firm(s) experienced in the design, development, and coordination of projects within the scope of the contract. The estimated minimum size of a task order is $2,001.00. The estimated maximum size of a task order is $499,999.00. Firms must have the ability to perform up to five projects simultaneously for a broad range of maintenance, repair, and minor construction work at the Pentagon. Pricing Information: The JOC contract will include a Unit Price Book (UPB) that will be the basis of pricing for all work. North American Industry Classification System (NAICS): the primary code for this procurement is 236220 - Commercial and Institutional Building Construction, which has a small business size standard of $36.5M. The Product Service Code is Z300 - Maintenance, Repair or Alteration of Restoration of Real Property. Administrative Information: After reviewing the above overview and requirements, interested capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This sources sought notice is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. Firm's capacity to perform the magnitude and complexity outlined above and design firm experience for design, development, and coordination of projects. Information regarding Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable and will not count toward your page count if it is provided as an attachment. Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company can also be included as an attachment.
