- 1.Introduction: The Federal Aviation Administration (FAA) is seeking interested sources that are capable of design and construction to replace the Fire Detection and Annunciation Systems at numerous facilities throughout the United States. This market survey is issued, in accordance with FAA Acquisition Management System (AMS) paragraph 3.2.1.2.1 to solicit statements of interest and capabilities from all business types and sizes who are capable of performing the work outlined, and also to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace. All interested businesses as encouraged to submit a response to this market survey. 2.Disclaimer: The announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The FAA is not seeking or accepting unsolicited proposals. The responses to this market survey will be used for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for these announcements and will not reimburse any firm for costs incurred in responding to this public announcement. Responses will not be returned. 3.North American Industry Classification (NAICS) Code: The NAICS code projected for this project is 236220 Commercial and Institutional Building Construction with a size standard of $36.5 million 4.Submittal Requirement for Market Survey: 1.Name of Company (the resultant Prime contractor that may ultimately be awarded the subsequent contract). 2.Address 3.Point of Contact name, e-mail address and telephone number 4.Business Size status: 8(a) Certified, SDVOSB, Small Business, etc. 5.DUNS Number 6.Relevant experience on projects of similar size and complexity. 7.Capability to perform work at multiple locations at the same time.(i.e Northwest, Southwest, Central, Midwest, Northeast, Northwest) 8.Number of years in Business 5.Scope of Work: Types of Fire Detection and Annunciation Systems work may include: The replacement will include all devices, appliances, wiring, conduit, and panels. Demolition work may include but is not limited to the following: a.Fire alarm control panel(s) b.Fire alarm annunciator panel(s) c.Visual and audible notification devices d.Smoke detectors e.Air sampling smoke detection systems f.Heat detectors g.Manual pull stations h.Addressable control devices i.Addressable interface devices j.Fire alarm wiring k.Fire alarm conduit (except underground or penetrating into critical vaults) New work may include but is not limited to the following: a.Fire alarm/mass notification control panels: b.Fire alarm annunciator panel(s) c.Graphical User Interfaces (GUI) d.Visual and audible notification devices e.Smoke detectors f.Air sampling smoke detection systems g.Heat detectors h.Manual pull stations i.Addressable control devices j.Addressable interface devices k.Fire alarm wiring, pull boxes, junction boxes and termination cabinets l.Fire alarm conduit m.Fire alarm programming Services may also include incidental architectural, civil, geotechnical, environmental, and structural work as well as disposal of materials containing lead paint and asbestos. The Contractor must provide design-build (D-B) services for the following types of facilities: Air Route Traffic Control Centers (ARTCCs), which are responsible for controlling aircraft enroute in a particular volume of airspace at high altitudes between airport approaches and departures. Combined Control Facilities (CCFs) facilities, which manage aircraft arrivals and departures, as well as limited aircraft transits in specified areas. Air Traffic Control Towers, associated base buildings TRACONs and Consolidated TRACONS. Other FAA owned, operated, or sponsored facilities. The Contractor must provide Integrated Logistics Service necessary to provide effective and economical logistics support elements including testing, inspection, and maintenance for the first two (2) year after initial installation of the Fire Detection and Annunciation Systems at each site location; spare parts; and training for the full life of contract. NOTE: Many facilities in the National Airspace System (NAS) operate 24 hours per day and provide services critical to safety; therefore, work performed on or near operational facilities or equipment must be planned and conducted in a manner that minimizes or eliminates deterioration in the quality or quantity of services provided to the NAS. This may require, among other adaptations, working during non-standard business hours or using non-standard techniques to eliminate noise, obstructions to visibility from ATCTs, and shut down of equipment essential to operations. The continued operation of all equipment in the NAS and the safety of life and property are paramount considerations in all work conducted under this contract. The performance period for this contract will be a 5-year base period of performance, with five (5) one (1) year option periods, for a total period of performance of ten (10) years. Estimated average of individual task orders is $3 million - $5 million per location. 6.Delivery of Submittals: Submittals in response to this market survey shall be e-mailed to Susan Newcomb (Contracting Officer) no later than 5:00 p.m. EST March 23, 2018.
