Description
SOPGM Requirements_Powered This notice serves as a pre-solicitation notice/procurement synopsis. United States Special Operations Command (USSOCOM) intends to solicit and negotiate on a sole source basis with Raytheon Company Missile Systems (hereinafter referred to as Raytheon), 1151 E Hermans Rd., Tucson, AZ 85756-9367 for the procurement of additional Griffin missiles and related engineering support as required over no more than five ordering periods covering calendar years (CY) 18 through 22. In Aug 2017, the Air Force Life Cycle Management Center (AFLCMC), Rapid Acquisition Cell, Eglin AFB in support of USSOCOM awarded an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Raytheon for the procurement of Griffin missiles (multiple variants), equipment, and engineering and logistics system support. The IDIQ enables AFLCMC to order (on USSOCOM's behalf) up to 800 missiles per CY through the end of CY 21. Following award of the IDIQ contract, the Secretary of Defense (SECDEF) provided guidance to the DoD to maximize munitions production, which is not within the scope of the AFLCMC IDIQ contract. Therefore, USSOCOM has a need for a "delta" IDIQ contract to procure the additional Griffin missiles necessary to maximize munitions production in accordance with the SECDEF's guidance. A determination not to compete this anticipated contract is being considered pursuant to Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This determination is based on the fact that there are no known missiles other than the Griffin missile that meet the Powered Standoff Precision Guided Munition (SOPGM) requirements (attached to this notice as "SOPGM Requirements_Powered"). Further, Raytheon is the designer, developer, and sole qualified producer of the Griffin missile. USSOCOM contemplates award of an IDIQ contract with no more than five ordering periods covering CY 18 through CY 22. The anticipated contract award date is Jul 2018. USSOCOM anticipates procuring approximately 640 additional Griffin missiles per CY through CY 21 and potentially 1,440 Griffin missiles in CY 22 but actual missile quantities will be determined on a delivery order basis. The intent of this notice is for informational purposes only. No solicitation document is available and telephone requests will not be accepted. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by USSOCOM. Please note that this notice is not a formal solicitation or request for competitive proposals and no award will be made on the basis of quotations or proposals received in response to this notice. Responses are strictly voluntary and USSOCOM is in no way liable to pay for or reimburse any companies or entities that respond to this notice. Any costs incurred by interested companies in response to this notice will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. If you desire to respond to this notice, please do so no later than 12:00 PM Eastern Standard Time on Monday, 19 Mar 2018. All responses shall be sent via e-mail to: michael.hawkins4@socom.mil and should include the following: company's full name, Commercial and Government Entity (CAGE) code, Data Universal Numbering System (DUNS) number, a detailed capabilities statement asserting their capabilities in providing the products described herein, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, etc.), and business size based on North American Industry Classification System (NAICS) code 336414, Guided Missile and Space Vehicle Manufacturing. Information received will be considered solely for the purpose of determining whether to continue with the intent to solicit and negotiate on a sole source basis or to conduct a competitive procurement. That final determination is solely within the discretion of the Government.
