- SOPGM Requirements_Small Glide This notice serves as a pre-solicitation notice/procurement synopsis. United States Special Operations Command (USSOCOM) intends to solicit and negotiate on a sole source basis with Dynetics, Inc. (hereinafter referred to as Dynetics), 1002 Explorer Blvd, Huntsville, AL 35806-2806 for the procurement of additional GBU-69/B Small Glide Munitions (SGMs) and related engineering support as required over no more than five ordering periods covering calendar years (CY) 18 through 22. In Aug 2017, the Air Force Life Cycle Management Center (AFLCMC), Rapid Acquisition Cell, Eglin AFB in support of USSOCOM awarded an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Dynetics for the procurement of SGMs, equipment, and engineering and logistics system support. The IDIQ enables AFLCMC to order (on USSOCOM's behalf) approximately 900 total munitions through the end of CY 20. Following award of the IDIQ contract, the Secretary of Defense (SECDEF) provided guidance to the DoD to maximize munitions production, which is not within the scope of the AFLCMC IDIQ contract. Therefore, USSOCOM has a need for a "delta" IDIQ contract to procure the additional SGMs necessary to maximize munitions production in accordance with the SECDEF's guidance. A determination not to compete this anticipated contract is being considered pursuant to Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This determination is based on the fact that there are no known munitions other than the SGM that meet the Small Glide Standoff Precision Guided Munition (SOPGM) requirements (attached to this notice as "SOPGM Requirements_Small Glide"). Further, Dynetics is the designer, developer, and sole qualified producer of the SGM. USSOCOM contemplates award of an IDIQ contract with no more than five ordering periods. The anticipated contract award date is Jul 2018. USSOCOM anticipates procuring approximately 700 additional SGMs per CY during the first two periods (covering CYs 18 and 19), approximately 900 additional SGMs in CY 20 (due to ceiling limitations on the AFLCMC IDIQ contract), and then approximately 1,000 SGMs per CY for the final two periods (covering CYs 21 and 22). However, actual munition quantities will be determined on a delivery order basis. The intent of this notice is for informational purposes only. No solicitation document is available and telephone requests will not be accepted. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by USSOCOM. Please note that this notice is not a formal solicitation or request for competitive proposals and no award will be made on the basis of quotations or proposals received in response to this notice. Responses are strictly voluntary and USSOCOM is in no way liable to pay for or reimburse any companies or entities that respond to this notice. Any costs incurred by interested companies in response to this notice will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. Information received will be considered solely for the purpose of determining whether to continue with the intent to solicit and negotiate on a sole source basis or to conduct a competitive procurement. That final determination is solely within the discretion of the Government.
