- THIS SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) NOTICE IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION 36C25618Q9237 This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 334220 (size standard of 1,250 Employees). Responses to this RFI will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI, a solicitation announcement may be published. Responses to this RFI are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) -16, is seeking sources that can provide a complete P-25 Digital Trunked Radio that at a minimum meets the following salient characteristics for the Veterans Healthcare System of the Ozarks (VHSO), located at 1100 N College, Fayetteville, AR): The Contractor shall furnish all necessary parts, labor, materials, equipment and transportation for one (1) complete Digital Trunked Radio System for the Department of Veterans Affairs - Veterans Healthcare System of the Ozarks (VHSO), Springfield CBOC, located at 1850 W. Republic, Springfield, MO, in accordance with the Statement of Objectives, and all terms, conditions, and provisions of this contract. The System shall be used to provide routine daily internal communications for employees in VA Police Service. Additionally, the system will be utilized to provide communications throughout the organization under emergency situations or outages of normal communications systems. Radios operating on narrow band frequencies must meet the intent of the P25 compliant document for Health Care facilities. The Springfield system must provide radio connectivity to VHSO main campus located at 1100 N. College Ave, Fayetteville, AR and the Branson CBOC located at 5571 Gretna Rd, Branson, MO. In addition, the system will establish interoperability with local community police in Springfield and Branson and meet the requirement of P25 compliance as they are on the MOWIN network. The system must include 15 handheld mobile radios and 2 vehicle radio consoles (installation of radios to vehicles not included as part of this requirement.) Brief product specification: The Contractor shall provide a complete Digital Trunked Radio System with repeaters permitting redundancies in system functionality. The system must be able to provide radio coverage between three sites that are geographically separated and spanning two states, Arkansas and Missouri. The Contractor shall provide a Digital platform trunked radio system with repeaters permitting redundancies in system functionality. The system shall have capability that select users can over-ride all other users to transmit critical and timely information. The system shall be able to accommodate 4 channels of frequency pairs with talk-groups to permit specific project discussions without tying up main channels. All digital radios shall be programmed for cross-functionality. Combine 2-way radio capabilities with digital technology. Utilize existing frequencies assigned to VHSO by the National Telecommunication and Information Administration, Office of Spectrum. Must be able to communicate within Police Service and with local law enforcement agencies. The IT specifications are as follows: The System may be connected to the VA Network. There is no SERVER being utilized and all equipment must be provided by the Contractor. The system must be encrypted through the Contractor for digital trunking capability. The system will need a voice over IP to communicate to the three sites. May be ON VA NETWORK if required. All radio transmission will need to be recorded. Recording equipment must be provided by the Contractor. Salient Characteristics- Radio salient features for digital system: Noise and static filtering. Integrated GPS Select radios will be programmed to have full over-ride of all channels/frequencies Extended battery life Manufacturer warranty Easily visible display Silent alert of incoming message option Can function either via repeater, direct radio-to-radio or via IP connection Repeater Salient features: Trunked system Connects all repeaters to maximize user capacity Ability to operate in analog mode if needed Connect to IP system to enhance coverage of system Transmit interrupt capability Uninterruptable Power Supply for backup and lightening protection Control Stations: Digital Communications Visible display Configurable as dispatch or control station Initiates emergency to non-responsive units Can function either via repeater, direct radio-to-radio or via IP connection Multi-Channel Remote: Alphanumeric display Programmable buttons Volume control knob Front speaker The Digital Radio System must be capable of communicating with the following agencies; create talk groups as necessary: Springfield Police Department Green County Sheriff Taney County Sheriff Missouri State Police MOWIN Radio Systems Branson Police The contractor shall provide all materials, equipment and labor and technical services for a complete and usable system. The total system (all components) must work seamlessly together 4. Installation: VHSO shall provide access to housing locations, roofs and other areas required for system installation. Permit use of existing wiring, cabling, connections, antennas and supporting equipment as may be operable with new systems based upon Contractor s field examination. VHSO personnel will arrange access to affiliate locations for installation requirements based on work schedules established with contractor. 5. Training: On-Site Training shall be provided for 10 personnel on digital system operation and maintenance. Training shall be provided to a cadre of users to enable in-house training and system familiarization. 6. Warranty: All hardware shall come with existing manufacturer warranty and serviceable at a local service center. 7. Technical Support: Technical Support shall be provided 24/7/365. 8. Delivery and Shipping: Product(s) shall be shipped to: Veterans Healthcare System of the Ozarks Springfield CBOC 1850 W. Republic Springfield, MO 65807 479-444-5200 Shipping: FOB Destination Required equipment to be installed and functional prior to July 1, 2018 It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. The Statement of Work has not been fully defined and interested parties should take note of this. If you are interested, and capable of providing the supplies/services sought for above, please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, NAICS Code, size of business, pursuant to the following questions: (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Are you the manufacturer or distributor of the items being proposed? (4) If you re a small business and you are an authorized distributor/reseller (provide letter/memo) for the items proposed, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (7) Please submit your capabilities in regards to the salient characteristics being provided and any other information to establish capabilities for planning purposes? (Include how your plan to achieve the Government s objective to achieve a complete P-25 Digital Trunked Radio System. (8) Please provide estimated completion date for requirement after receipt of award notice.
