- The Federal Emergency Management Agency (FEMA) intends to award a Sole-Source contract to Crowley Logistics, Inc. This contract will facilitate the movement of various containerized commodities/breakbulk cargo from the Continental United States to various ports in Puerto Rico (PR) and the U.S. Virgin Islands (USVI), and designated distribution points on the islands. This sole source is pursuant to the authority provided in FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The contractor shall provide a variety of transportation and logistics services, including leasing of ocean shipping containers; providing intermodal transportation services of containerized commodities; warehousing; cross-dock services; ocean transportation; CHE/MHE at ports of embarkation and debarkation; surface line haul services; and drayage services. Crowley Logistics, Inc., is the only source with the intra-theater transportation logistics distribution framework in place for the areas of Puerto Rico (PR) and the U.S. Virgin Islands, which were severely devastated by Hurricanes Irma and Maria. In addition, Crowley Maritime Corporation is the only transportation service provider that can immediately provide FEMA with the necessary multimodal services to rapidly provide roundtrip, ocean and inland transportation for areas where support is required. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to the requirement. A determination by the Government not to compete this procurement based upon response to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
