Description
Request for Information (RFI) Non-personal Support Services for Armed Forces Research Institute of Medical Sciences (AFRIMS) 1. SUBJECT The United States Army Medical Research Acquisition Activity (USAMRAA) is conducting market research on behalf of Armed Forces Research Institute of Medical Sciences (AFRIMS). The purpose of this RFI is to obtain information to determine the availability of qualified vendors who have the ability to perform work to Collection, Enrichment, and Biostabilization of Mosquito-borne Zika Virus and Plasmodium falciparum from Baited Substrate. 2. DISCLAIMER 2.1. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. 2.2. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. 2.3. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. 2.4. Responders are solely responsible for all expenses associated with responding to this RFI. 2.5. All information received in response to this RFI that is marked proprietary will be handled accordingly. 2.6. Responses to the RFI will not be returned. 3. DESCRIPTION AFRIM is seeking sources that have the capability to collection, Enrichment, and biostabilization of mosquito-borne Zika Virus and Plasmodium falciparum from Baited Substrate. 4. REQUIREMENTS Please provide the following information about your organization: 4.1. Organization Information: Please provide the following: 4.1.1. Organization's full legal name 4.1.2. DUNS Number 4.1.3. Socio-economic status (Large business, small business, 8(a), VOSB, SDVOSB, etc.) 4.1.4. Address 4.1.5. Point of contact name, phone number, and email 4.2. Capability Statements: Through this RFI, the Government is looking for capability statements that demonstrate experience in the following: 4.2.1. Laboratory validation and field-testing Zika virus (ZV-CEBS) and P. falciparum (Pf-CEBS) comprising attractive sugar baited, pathogen preservative treated filter paper (FP) cards; 4.2.2. Biostabilization reagent; elution/biostabilization reagent; microfilter pathogen capture assembly; and 4.2.3. Wash/biostabilization reagent. 4.2.4. Comprising a preformatted, standardized, field-rugged, detection enhancing, pre-analytical kit for mosquito-borne agent detection from substrate. 4.2.5. Batching up to ten FP cards, exponential enrichment of pathogens or template from sample, thermal and hydrolytic enzyme stabilization. 4.2.6. Validated ZV-CEBS and Pf-CEBS optimized as a group CEBS (DENV, ZIKV, and Pf). 4.2.7. CEBS FP cards using an Attractive Toxic Sugar Bait (ATSB) format to achieve dual vector surveillance and control capabilities according to the Performance Work Statement (PWS). 4.2.8. Past performance in the following areas: 4.2.8.1. Collection, Enrichment, and Biostabilization of Mosquito-borne Zika Virus and Plasmodium falciparum from Baited Substrate 5. SMALL BUSINESS SET ASIDE The Government has not determined the set-aside capability, if possible, at this time. The Government will use the RFI results in analyzing small businesses' capacity to perform this requirement and make its decision. 6. Please use the title in your email "ZIKA - RFI Response" Due Date: RFI response submission is due by 5:00 pm, EST 15 February 2018 Page Limit: Limit your total written response to five (5) pages (single-sided). The cover page and table of contents does not count towards the page limit. Beyond the five (5) page limit, the Government will only review examples of media and graphic design, as requested above.
