- This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services, but for planning purposes only. This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. The purpose of this RFI is to gather Industry's input regarding a requirement supporting the USSOCOM, Special Operations Forces Acquisition Technology and Logistics (SOF AT&L), Program Executive Officer for Special Reconnaissance, Surveillance and Exploitation (PEO - SRSE), Program Manager for Joint Threat Warning Systems (PM-JTWS). Responses to this RFI will be used by USSOCOM, SOF AT&L, PEO- SRSE, and PM-JTWS to identify potential equipment for participation in the further evaluation of market information and/or ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice. The Program Manager is specifically interested in antenna technologies, ideas and solutions which advance in the following Key Interest Areas: 1) Direction Finding (DF) and Omni Directional antennas with low Size, Weight and Power (SWaP) 2) Antennas primarily focused on aviation applications, but potentially providing value to maritime, mobile and ground applications. 3) The antenna interface should be common for all platforms, non-proprietary, and consistent with industry standards and clearly documented. This is the first RFI in a series of RFIs for JTWS Air DF/Omni Directional antenna. The Joint Threat Warning System (JTWS) is an enhanced electronic surveillance and tactical Signals Intelligence (SIGINT) collection capability for Intelligence, Surveillance & Reconnaissance and is dependent upon the latest antenna technology to meet this mission. JTWS Air consists of a SIGINT system that enables the Special Operation Forces (SOF) to collect, process, locate and exploit Signals of Interest (SOI) to deliver on the mission of providing timely, relevant, and responsive threat avoidance information. JTWS is requesting that industry submit white papers specific to existing prototypes or production article DF/Omni antennas capable of demonstrating ≥ TRL 5. JTWS is requesting that each white paper include a detailed description of the frequency range of the antenna, and characterize the performance across that entire range. JTWS will be hosting an Industry Day at AFSOC Hurlburt Field shortly after SOFIC in the mid-late June timeframe. Submitters will be invited to attend as PM JTWS will brief the challenges faced on each aircraft and the performance improvements being sought. Industry will also have the opportunity to tour each aircraft and see the challenges firsthand. Based on the white paper responses and Industry Day feedback, JTWS will utilize knowledge gained to define and finalize antenna requirements. PM JTWS is further planning to release a second RFI with more detailed information during the 3rd quarter of CY2018. The second RFI will seek information from vendors that can provide an antenna that can meet JTWS requirements. JTWS will use the second RFI to determine which vendors qualify for a demonstration. JTWS will not provide any funding for vendors for RFI responses or attendance of Industry Day. The Government requests submissions NLT 01 JUN 2018. THERE IS NO SOLICITATION AT THIS TIME. This request for information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred; and the Government will not be providing responses to any questions.
