- Description: This is a sources sought synopsis notice for the General Services Administration, Public Buildings Service, Region 8, Mountain Plains Service Center (Region 8). This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research and to determine the interest of qualified small business sources. Information gathered from market research may be used to assess the competitive environment, determine a method of solicitation, develop content of the solicitation and requirements, or may be used for any other planning purposes. The Government reserves the right to solicit the requirement through any available method of procurement. All content in the sources sought notice is for informational purposes only and may be subject to change for any reason. Contract Type: The Government anticipates award of a firm-fixed price contract. The contract is for a base year with four, one-year option periods. Base Period: August 1, 2018 - July 31, 2019 Option Year 1: August 1, 2019 - July 31, 2020 Option Year 2: August 1, 2020 - July 31, 2021 Option Year 3: August 1, 2021 - July 31, 2022 Option Year 4: August 1, 2022 - July 31, 2023 NAICS: The NAICS code for the procurement is 561210, Facilities Support Services with a size standard of $38.5 million. Set-Aside: The Government intends to set aside the requirement for small business concerns. Subcontracting: In accordance with FAR 52.219-14 Limitations on Subcontracting (Jan 2017), the prime contractor is required to perform at least fifty percent of work. Summary of Anticipated Scope: The scope of work requires the contractor to provide full facilities maintenance services at the St. George Federal Building, 196 East Tabernacle Street, St. George, UT 84770. The building has an estimated interior space of about 10,000 gross square feet, single story, and an exterior area of about 35,000 square feet. The exterior paved parking lot area is approximately 9,500 square feet. The contractor shall perform cleaning/recycling/custodial services, landscaping, and operations and maintenance services. Other services may include pest control, building systems inspection and testing, carpet cleaning, and window washing. The contractor must provide all labor, supplies, material, transportation, equipment, administration, and supervision necessary to effectively and efficiently perform the covered full facilities maintenance services. Generally, the anticipated scope is for performance-based services that describe the expected outcomes and results with measurable standards to evaluate performance. Contractor shall be responsible for coordination efforts, communication, quality control, management of records and reports, and scheduling. The prime contractor shall be responsible for the management and supervision of all subcontractors. Contractor shall be responsible for the management of service tickets and response to service requests to take corrective action. The nature of some service requests may be identified as an emergency and require the contractor to respond outside of normal working hours. The contractor may be requested to perform larger, reimbursable repairs that require the approval of an authorized Government official. Reimbursable repairs exceed a negotiated threshold and are handled on a shared liability basis. Operations and maintenance work includes preventative and predictive maintenance of building systems and equipment. The contractor shall conduct tours of the building equipment at set frequencies and record information in log sheets. Contractor shall complete all scheduled and unscheduled maintenance and repair work of building equipment and systems. Operational services shall be provided for all systems to maintain a safe and healthy environment operating within normal parameters. Efficiency of operation shall be maintained in order to preserve the asset value of the facility and systems and minimize operating costs to the Government. The contractor shall be responsible for non-reimbursable repairs that are typically of smaller dollar value and common for basic maintenance. Non-reimbursable repairs are the responsibility of the contractor in their entirety. Contractor shall perform routine inspection and minor maintenance and repairs of interior and exterior architectural and structural systems components. All replacement items and parts must be of the same quality or better than the manufacturer's original parts. Quality of repair work must be fully compatible with and match adjacent surfaces and equipment. All replacement items must be consistent with design documents, match existing equipment in quality, dimensions, and material, quality of workmanship, finish, and color. GSA's computerized maintenance management system (CMMS) shall be used to track service requests and updated the equipment inventory database. The contractor must use the CMMS to identify, control, track, and schedule preventative maintenance work, service requests, and equipment inventory. Anticipated Dates for Procurement and Projected Start of Base Year Services: Release of Solicitation: April 1, 2018 Award Date: June 15, 2018 Pre-Award Coordination Meeting: July 1, 2018 Start Date: August 1, 2018 Security: All personnel with access to the building or information systems must complete a tier 1 investigation and background check. For access to the Federal Building, the contractor must have a Homeland Security Presidential Directive-12 (HSPD-12) clearance. Contractor personnel must comply with local security requirements for entry and exit control of personnel and property at the government facility. Method of Evaluation: The Government plans to evaluate proposals in accordance with the procedures in FAR 15.3 or FAR 8.405 depending on the selected method of procurement. Factors that may be evaluated include past experience, past performance, technical qualifications, management plan, and price. The Government reserves the right to include any or none of the contemplated evaluation criteria in accordance with applicable procedures, regulations, and statutes in order to determine best value. Selection will be made based on the proposal (or quote) that represents the best value to the Government. Note: Any proprietary information submitted in response must be clearly marked. Other Information: If a solicitation is released for the need described above, then all interested firms will be required to register in the Government's System for Award Management (SAM). This request for information shall not be construed as a request for proposal nor as a commitment by the Government. Information is to be provided on a voluntary basis. No reimbursement of direct or indirect costs or charges, including postage and shipping, or any other costs will be made as a result of the submission of information.
