- THIS IS FOR MARKET RESEARCH ONLY. I am conducting market research and looking for contractors who are capable of providing on on‐site training for ICD‐ 705, Practical SCIF/SAPF construction requirements for new and existing facilities at Kirtland Air Force Base. The training requirements are below: STATEMENT OF WORK 1. Client: United States Air Force, Air Force Research Laboratory, located at Kirtland Air Force Base, New Mexico. 2. Scope of Work: Provide on-site classroom training on the planning, design and construction requirements to build a Sensitive Compartmented Information facility (SCIF) to local Security Officers and facility engineers. 3. Specific Requirements: a. Training curriculum to include the following topics: 1. Introduction to Construction and Management requirements 2. Risk Management 3. Fixed Facility SCIF Construction 4. SCIF's Outside the U.S. 5. Temporary SCIFs 6. Intrusion Detection Systems 7. Access Control Systems 8. Acoustic Protection 9. Portable Electronic Devices and embedded technologies 10. Telecommunications Systems 11. Management and Operations 12. Forms and Plans Fixed Facility Checklist TEMPEST Checklist Compartmented Area Checklist Aircraft/UAV Checklist SCIF C-Use Request and MOA Construction Security b. Provide qualified instructor(s). c. Present ICD-705 and DoD 5205.07, Vol 3 physical security requirement training curriculum on-site d. Provide all training materials e. Maximum class size: 20-30 attendees f. Course length: 4 days g. Period of performance will be 2-6 April 2018. Coordination of training dates shall be accomplished by contractor and AFRL POC, Dennis Singleton (see paragraph 4 for contact information). h. Provide course completion certificates
