Description

Under the auspices of 41 USC 3304(a)(11) and Federal Acquisition Regulation (FAR) 13.106-1 Soliciting Competition, the Department of Veterans Affairs Network Contracting Office (NCO) 23, 316 Robert Street N., Suite 506, St. Paul, MN 55101 anticipates entering into a sole source fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Neogenomics, Inc. for Anatomic Pathology Local Reference Testing Services for the Fargo VA Health Care System located at 2101 Elm Street N., Fargo, North Dakota, 58102-2498. The purpose of this sole source procurement is to provide continuity of services while a long-term competitive procurement is accomplished. It is anticipated that the period of performance for this short-term contract will be 04/01/2018 09/30/2018 and that at the conclusion of this period of performance, the competitive procurement will have been awarded. This notice of intent is not a request for competitive proposals. However, all responses received within 10 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received would normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a formal solicitation. The notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The closing date for this synopsis is March 15, 2018 at 1:00pm CT. The Government reserves the right to execute an award without publishing a solicitation. Detailed capabilities must be submitted to scott.hendrix@va.gov no later than the time and date noted.
