Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order for software to IQVIA for purchase of e360 Pilot Project. IQVIA is a global leader in protecting individual patient privacy. The company uses a wide variety of privacy-enhancing technologies and safeguards to protect individual privacy while generating and analyzing the information that helps their customers drive human health outcomes forward. This contract action is for which the Government intends to solicit and negotiate with only one source is under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). The purpose of this acquisition is to provide access to IQVIA's E360 platform for 10 CDC scientists and for three months. The users will have access to IQVIA's Ambulatory Electronic Medical Records (AEMR) data and one cancer type within the Oncology EMR data. CDC will choose the cancer type that the users will access. Proprietary applications offered on e360 platform are: E360 Cohort Builder lets users manage, build and apply code lists combining this to build, apply and test clinical events. Cohort Builder can apply various demographic and geographic filters on multiple datasets spanning geographies across the globe. - Cohort Visualization - visualize cohort results such as via map view or time series plots of selection criteria -Attrition Reporting - visualize protocol based patient attrition reports either by user setup, or most to least' views. -Cohort descriptive statistics - base descriptive statistics such as age-gender splits, to quickly verify that cohort selection is robust -Patient timeline visualization - deep-dive on individual patient histories to understand what the patients really look like, and their pathway experience -Reporting & Export - build base reports on cohort results. CDC will not be able to export data or reports during the pilot; however, the agency will have that ability if CDC purchases access to E360 after the pilot is complete. The users will be able to export any analysis including protocol specification specific data extracts, including configuring data elements to includes and formats, to enable further analysis (e.g., in R, SAS, or clients own standard BI tools) E360 Advanced Analytics Workbench - is a suite of reporting and analytics tools to generate real-world evidence based on global EMR and IQVIA datasets. E360 Dataset Explorer - search on different selection criteria (i.e., geography, therapeutic area, data type, etc.) and view meta-data about specific data assets to help you identify options. Dataset Explorer provides you advanced features such as dataset comparison reporting, interactive visualizations of a dataset, and Top Therapy and Diagnosis charts, all of which can be downloaded as PDFs and spreadsheets. E360 Recruitment Simulator - predicts potential study recruitment success rates using historic EMR and IQVIA data on a selected patient group, combined with your assessments for criteria such as site numbers and readiness, screening success rates, and recruitment periods. E360 Python Analytics Workbench - A fully independent set of applications that run either as an online service, or on your desktop, but have the ability to integrate and publish to users' E360 workspaces. PAW works on all E360 loaded datasets; OMOP, LPD and native format, and on non-E360 data. E360 Workspaces - intuitive workspaces and sharing of various items (i.e., cohorts, codelists) that allow teams to collaborate, such as around therapy areas or on specific studies. E360 Codelist Management - seamlessly create, share and re-use codelists, that are otherwise cumbersome to manage, and that form the basis of any protocols or disease definitions. E360 Data Completeness Report - helps to assess the quality and consistency of key data variables to help inform study feasibility. Reports on how many patients have a record for a test, diagnosis or prescription variable in a given timeframe. Completeness statistics for recording of key study variables with top-line statistics including counts, and mean and IQR for numeric data. There are currently CDC programs using pharmacy data through contracts with IQVIA but not including access to this new IQVIA e360 platform that offers complex data and tools. A pilot project, short-term access for a limited number of CDC scientists, will allow CDC scientists to become familiar with the data and tools provided on IQVIA e360 and explore its value for public health that will inform future decisions on its potential use across the agency through long-term acquisition of direct access. Participating in this pilot project and having direct access to this unique e360 platform that offers RWE datasets and complex applications, CDC scientists will be poised to conduct complex analysis and develop use cases on disease patterns, progression, and health outcomes; evaluate clinical guidelines uptake, treatments and interventions; and conduct public health surveillance type queries. These use cases will address a range of HHS, CDC, and programmatic priorities, such as opioids abuse, mental health, hypertension, diabetes, healthcare-associated infections, and many other chronic and infectious conditions. Study findings will inform public health programs and surveillance strategies on the importance of using clinical, claims, laboratory and pharmacy data on the same platform as the integration of public health and health care continues to evolve at a rapid pace. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
